Budget 2026: Rare Earth Corridors India Plan Targets Import Dependence

Budget 2026 proposes rare earth corridors in Odisha, AP, TN, Kerala to cut import dependence and boost critical minerals manufacturing.

Published on

KEY TAKEAWAYS:
  • Dedicated rare earth corridors proposed in Odisha, Andhra Pradesh, Tamil Nadu, and Kerala.
  • Aim: build full value chain from mining to magnets for EVs, defence, and electronics.
  • Electronics Components Scheme outlay raised to ₹40,000 crore; chemical parks announced.

The rare earth corridors India proposal headlined the Union Budget 2026–27 as Finance Minister Nirmala Sitharaman announced targeted support for mineral-rich states to develop end-to-end capabilities in critical minerals. The plan seeks to reduce import dependence and strengthen domestic manufacturing for sectors like clean energy, electronics, defence, and electric mobility.

Sitharaman said the Centre will back states in mining, processing, research, and manufacturing of rare earth elements and permanent magnets.

Four States Identified for Dedicated Corridors

The corridors are proposed in:

  • Odisha
  • Andhra Pradesh
  • Tamil Nadu
  • Kerala

These regions have significant coastal mineral reserves, including monazite-rich sands that contain rare earth elements, making them central to India’s critical minerals strategy.

Why Rare Earths Matter for India’s Industry

Rare earths are used in EV motors, wind turbines, smartphones, semiconductors, precision electronics, and defence systems. With China dominating global refining capacity and tightening export controls in recent years, supply risks have grown for manufacturing economies.

The corridors aim to insulate Indian industry from global supply shocks by building domestic refining and magnet manufacturing capacity.

Electronics Scheme Outlay Raised, ISM 2.0 and Chemical Parks Added

The Minister also raised the Electronics Components Manufacturing Scheme outlay from ₹22,999 crore to ₹40,000 crore. New initiatives include ISM 2.0, rare earth corridors, and three chemical parks to be set up through a challenge-based, cluster model.

These steps align with a broader push to strengthen capital goods manufacturing and secure supply chains.

Political Spotlight on Poll-Bound States

Tamil Nadu and Kerala, both headed for Assembly polls later this year, are among the identified states. The Budget push for mining, processing, and research infrastructure is expected to influence investment, jobs, and industrial activity in these regions.

From Extraction to Advanced Manufacturing

Building on the rare earth permanent magnets scheme launched in November 2025, the new proposal scales up support across the entire value chain — from extraction to advanced manufacturing of magnets and components.

With countries worldwide racing to secure critical minerals, India’s corridor strategy signals a decisive move to localise rare earth processing and reduce strategic vulnerabilities.
