Bhubaneswar: Odisha has scripted a new chapter in digital governance with the launch of the e-Lok Bhavan Odisha App, becoming the first state in India to implement a fully automated appointment and visitor management system at the Governor’s House. The platform was inaugurated on Friday by Hari Babu Kambhampati at Lok Bhavan, marking a significant step toward transparent, efficient and citizen-friendly administration.
The initiative aligns closely with Prime Minister Narendra Modi’s Digital India vision and reflects Lok Bhavan’s commitment to innovation, transparency and sustainability.
e-Lok Bhavan Odisha App Simplifies Citizen Access
The e-Lok Bhavan Odisha App is a secure, web-based platform designed to streamline interactions between citizens and the Governor’s Secretariat. Earlier, appointments, grievance submissions and visitor access involved extensive paperwork and repeated physical visits. The new system consolidates these services into a single, easy-to-use digital interface.
Citizens can now register using their mobile numbers, submit appointment or grievance requests online and track approvals in real time, significantly reducing delays and administrative burden.
Key Features of the Digital Platform
The app introduces several advanced features aimed at efficiency and security:
- Online appointment booking with real-time status tracking
- SMS and WhatsApp notifications for updates and reminders
- QR code-based e-gate passes for secure entry
- Centralised dashboards for officials with website integration
- 360-degree virtual tour of Lok Bhavan
Once a request is approved, visitors receive instant confirmation, QR-based entry passes and automated reminders. Official photographs taken during meetings are also shared digitally via WhatsApp, ensuring proper documentation and transparency.
Sustainability and Innovation at Lok Bhavan
The launch of the app is part of a broader transformation at Lok Bhavan over the past year. The Governor’s House campus has been converted into a net-zero facility powered entirely by solar energy, while the Governor’s official vehicle fleet now runs on electric vehicles, reinforcing the state’s clean energy commitment.

Another notable initiative is the Atal Van, an ecological park dedicated to former Prime Minister Atal Bihari Vajpayee, which blends sustainability, heritage and innovation, symbolising modern governance values.
Governor Emphasises Efficiency and Transparency
Speaking at the inauguration, Governor Kambhampati said that leveraging technology to modernise appointment and visitor management would significantly enhance administrative efficiency.
“Leveraging technology to streamline appointments and visitor management will enhance administrative efficiency, minimize procedural delays, and ensure secure and seamless interaction with the Governor’s Secretariat,” he said.
Senior Officials Attend Launch of e-Lok Bhavan Odisha App
The launch event was attended by Governor’s Commissioner-cum-Secretary Roopa Roshan Sahoo and other senior officials, who highlighted the app’s role in strengthening accountability and faster decision-making.
With the introduction of the e-Lok Bhavan Odisha App, Odisha has positioned itself at the forefront of digital, transparent and citizen-centric governance, setting a benchmark for other states to follow.
