Bhubaneswar: The Odisha Rajya Sabha election 2026 delivered high political drama as Independent candidate Dilip Ray clinched the fourth seat after a tense counting process involving multiple rounds of vote transfers.

The election, held in the Odisha Legislative Assembly, featured five candidates competing for four seats, with all 147 MLAs casting their votes between 9 AM and 4 PM.

The data suggests that the result reflects strategic preference transfers and possible cross voting within the Assembly, making the final outcome far more competitive than expected.

Odisha Rajya Sabha Election 2026: How the Vote Calculation Worked

The election followed the single transferable vote (STV) system, where each MLA’s vote carried a value of 100 points.

With 147 legislators participating, the winning quota was fixed at 2,941 vote value points, equivalent to about 30 first preference votes.

First Preference Vote Breakdown

The initial vote tally showed:

  • Manmohan Samal – 35 votes (3,500 points)
  • Sujeet Kumar – 35 votes (3,500 points)
  • Santrupta Mishra – 31 votes (3,100 points)

Both BJP nominees, Samal and Kumar, crossed the quota immediately and were declared elected early in the counting process.

BJD candidate Santrupta Mishra also secured a seat comfortably with 3,100 points.

Dilip Ray Wins Fourth Seat After Preference Transfers

The real contest emerged for the fourth Rajya Sabha seat, where Dilip Ray and Dr. Datteswar Hota were tied at 2,300 points each.

Under the STV rules, surplus votes from elected candidates were redistributed based on second preferences.

A crucial turning point came when Sujeet Kumar’s surplus votes transferred to Dilip Ray, adding 559 points and raising Ray’s tally to 2,859 points.

Later, additional surplus votes from Manmohan Samal also flowed toward Ray.

After the final round of redistribution, Dilip Ray reached 3,418 points, comfortably crossing the quota while Hota remained at 2,300 points.

The Returning Officer subsequently declared Ray elected and handed over the certificate of election.

Political Impact of the Odisha Rajya Sabha Election 2026

The outcome significantly strengthens the position of the Bharatiya Janata Party in Odisha’s representation in the Rajya Sabha.

The party effectively secured three out of four seats:

  • Two seats through official BJP candidates
  • One seat through BJP backed Independent Dilip Ray

The result comes amid allegations of cross voting within the 147 member Assembly, where the BJP currently holds 79 MLAs along with support from Independents.
