New Delhi: The BRICS New Delhi Declaration 2026 has strongly condemned the Pahalgam terror attack of April 22, 2025, in which 26 people were killed and several others injured.

Adopted at the 18th BRICS Summit in New Delhi, the joint declaration reaffirmed the grouping’s commitment to combating terrorism in all its forms. Leaders called for zero tolerance towards terrorism and stressed the need to act against terror financing, safe havens and the cross-border movement of terrorists.

The declaration also said terrorism must not be associated with any religion, nationality, civilisation or ethnic group, and called for those involved in terrorist activities and their support networks to be held accountable under applicable national and international law.

BRICS New Delhi Declaration Takes Strong Stand on Terrorism

The BRICS leaders condemned the April 22, 2025 attack in Jammu and Kashmir’s Pahalgam in strong terms.

The attack targeted tourists and resulted in the deaths of 26 people, making it one of the deadliest attacks against civilians in the region in recent years.

The declaration stated that acts of terrorism are criminal and unjustifiable regardless of their motivation, location or perpetrators. Leaders also reaffirmed their commitment to countering terrorism, including terrorist movement across borders, terror financing and the availability of safe havens.

BRICS Calls for Zero Tolerance Against Terror

The leaders stressed that counter-terrorism efforts must comply with international law and the obligations of individual states.

They also highlighted the role of the United Nations Charter and relevant international conventions and protocols, including those concerning human rights, refugees and humanitarian law.

The declaration welcomed the work of the BRICS Counter-Terrorism Working Group (CTWG) and its five subgroups. BRICS leaders said they wanted to deepen cooperation through existing counter-terrorism strategies, action plans and other mechanisms.

BRICS Seeks Stronger Global Action Against Terror Financing

The declaration called for the early finalisation and adoption of the Comprehensive Convention on International Terrorism within the UN framework.

BRICS leaders also stressed the importance of coordinated action against terrorists and terrorist organisations designated by the United Nations.

They highlighted the need to counter extremism and radicalisation, particularly among young people. The grouping called for greater cooperation between BRICS countries and their relevant authorities, including the exchange of effective practices.

Leaders Raise Concern Over Digital Terror Financing and Scams

BRICS leaders also expressed concern about terrorism financing and activities that could undermine economic stability and the international financial system.

They specifically highlighted the potential misuse of virtual assets and violations of domestic regulatory systems in connection with illicit financial activities.
