CJI BR Gavai to Review Supreme Court Order on Removing Stray Dogs from Delhi-NCR

Chief Justice of India (CJI) BR Gavai on Wednesday said he would examine the recent Supreme Court stray dogs order that mandates the removal of all stray dogs from the streets of Delhi-NCR within six to eight weeks. The statement came after a lawyer highlighted an earlier apex court ruling prohibiting indiscriminate killing of canines, stressing compassion for all living beings.

The lawyer referred to the August 11 directive that calls for relocating stray dogs to shelters, expressing concern that it may contradict previous humane guidelines. CJI Gavai responded, “I will look into this.”

Details of the Supreme Court Stray Dogs Order

On Monday, a bench of Justices JB Pardiwala and R Mahadevan ruled that all localities in Delhi, Noida, Gurgaon, Ghaziabad, and surrounding NCR areas should be made completely free of stray dogs. The order prohibits releasing captured dogs back on the streets and warns of contempt proceedings against anyone obstructing the drive.

The court directed municipal bodies to create shelters with adequate staff for sterilisation and vaccination. It also instructed authorities to establish a helpline for dog bite complaints, ensuring offending animals are captured within four hours. CCTV monitoring will track daily captures, and no stray dog will be returned to public spaces.

Legal and Social Implications

Animal welfare activists have voiced concerns over the impact on community dogs and the potential strain on shelter capacity. The CJI’s willingness to revisit the matter has sparked hope among advocates that a balanced approach, respecting both public safety and animal rights, can be reached.
