India Strengthens Ocean Conservation Ties at UN Ocean Conference in France
Nice, France: In a strong diplomatic push for global ocean sustainability, Union Minister of Earth Sciences (Independent Charge), Dr. Jitendra Singh, held a high-level bilateral meeting with Vidar Helgesen, Executive Secretary of UNESCO’s Inter-governmental Oceanographic Commission (IOC), on the sidelines of the 3rd United Nations Ocean Conference (UNOC3).
The discussions focused on boosting international cooperation in ocean observation, conservation, and sustainable blue economy initiatives. Dr. Singh is currently leading the Indian delegation to the prestigious conference, being held in Nice, France, from June 9 to 13.
India’s Push for Ocean Science & Climate Research
During the bilateral talks, Dr. Singh reaffirmed India’s commitment to enhancing global ocean observation systems through a combination of satellite technologies and in-situ instruments. He highlighted India’s growing investments in ocean science for climate research, especially for monsoon forecasting and understanding Indian Ocean dynamics.
“Strengthening ocean observation infrastructure is crucial not only for better climate prediction but also for unlocking the economic potential of the blue economy,” Dr. Singh stated.
UNESCO Calls for Greater Indian Participation
Helgesen appreciated India’s leadership in regional marine initiatives and urged it to play a more prominent role in global data-sharing networks and IOC’s regional coordination mechanisms. He stressed the importance of collaboration in addressing sea level rise, marine pollution, and marine biodiversity loss.
India at the Forefront of Global Ocean Governance
India’s presence at UNOC3 comes amid growing recognition of the oceans’ economic and ecological value, especially for coastal states like India that rely heavily on monsoon patterns and marine resources.
With a long coastline and a strategic role in the Indo-Pacific, India is aiming to become a key player in ocean governance, particularly in advancing the Sustainable Development Goal 14 (SDG 14) – conserving and sustainably using oceanic resources.

Throughout the week-long conference, Dr. Singh is scheduled to take part in a range of multilateral sessions, highlighting India’s strategic priorities in:

The conference, co-hosted by France and Costa Rica, brings together global leaders, scientists, policymakers, and civil society to forge actionable commitments for ocean protection.
