Bhubaneswar: The Odisha government on Saturday took a major step toward strengthening the Odisha AI ecosystem, holding a high-level meeting with Sarvam, one of India’s leading artificial intelligence companies.

The talks are part of the state’s broader roadmap to establish a secure, inclusive and sovereign AI framework aligned with long-term national development visions for 2036 and 2047.

Odisha AI Ecosystem Plan Focuses on Sovereign Public Capability

According to official sources, the meeting centred on building artificial intelligence as a long-term public asset rather than a short-term technology adoption.

Key priorities included:

  • Developing sovereign AI infrastructure
  • Enabling population-scale digital applications
  • Strengthening institutional AI capacity within the state

Officials stressed that Odisha aims to build AI systems that remain within the state’s governance and trust boundaries.

Chief Minister Mohan Charan Majhi chaired the meeting, joined by Electronics and IT Minister Mukesh Mahaling and Chief Secretary Anu Garg.

Senior government officials also participated alongside Sarvam’s co-founder Pratyush Kumar and key members of the AI company’s leadership team.

After the meeting, Majhi said Odisha should not only adopt advanced technologies but become a leader that sets an example for other states.

Government Outlines Secure AI Infrastructure and Data Platforms

During discussions, the state presented its vision for shared sovereign AI infrastructure, including:

  • Secure compute facilities
  • State-governed data platforms
  • Public-controlled AI intelligence systems

The government emphasised that public data and AI models must remain protected under Odisha’s own control and oversight.

Voice-Enabled AI Applications Planned Across Key Sectors

Officials highlighted plans to deploy population-scale, voice-based AI solutions across major public service sectors, including:

  • Education
  • Healthcare
  • Agriculture
  • E-governance
  • Public safety

These applications are expected to enhance the delivery of welfare schemes and improve citizen access to government services.

AI Tools to Support Rural and Tribal Communities

A major focus of the Odisha AI ecosystem strategy is last-mile inclusion.

The state intends to enable citizens—especially in rural, tribal and low-literacy regions—to access information through conversational AI interfaces.

Such systems could help people easily understand:

  • Welfare scheme eligibility
  • Grievance redressal mechanisms

Officials believe this will strengthen transparency and improve public service delivery at scale.

MoU With Sarvam Expected at Black Swan Summit

The Odisha government indicated that a formal partnership may soon take shape.

Plans are underway to sign a Memorandum of Understanding (MoU) with Sarvam during the upcoming Black Swan Summit scheduled for February 5 and 6.

If finalised, the collaboration could position Odisha among India’s leading states in building sovereign, citizen-centric AI infrastructure.
