Bhubaneswar: In a significant move towards strengthening urban governance, Odisha Chief Minister Mohan Charan Majhi on Sunday announced the formation of 16 new Notified Area Councils (NACs) and the upgradation of seven existing NACs into municipalities. The announcement came during a programme organized on the occasion of Local Self Governance Day.
The chief minister emphasized that the focus of the government is to ensure improved civic facilities for citizens, and directed Urban Local Bodies (ULBs) to make their cities and towns pothole-free while ensuring all drains are covered by April 2026.
Odisha new NACs and municipalities to boost local governance
Majhi instructed officers to submit self-certification reports declaring that all roads in their respective ULBs are pothole-free. He further assured that the state government will provide adequate funding for road repairs, maintenance, and new construction to achieve this goal.
The newly created NACs will be established at Loisingha (Bolangir), Sohela (Bargarh), Badamba, Narasinghpur, Salipur, Gandia, Jagannath Prasad, Patrapur, Chandikhol, Narla, Jaipatna, Tangi, Borigumma, Kaptipada, Jashipur, and Rasgovindpur.
Odisha new NACs and municipalities: Towns upgraded to municipalities
Along with the creation of new NACs, the government has also upgraded several existing NACs into municipalities. These include Bhanjanagar, Aska, Chhatrapur, Kabisuryanagar, and Polasara in Ganjam district, Karanjia in Mayurbhanj district, and Boudh in Boudh district.
The decision aims to provide these urban areas with greater administrative powers and resources for efficient development.
More notified area councils proposed across districts
The Housing and Urban Development Department has recently issued draft notifications for the formation of 12 additional NACs across seven districts in Odisha. The proposed NACs include Pallahara (Angul), Birmaharajpur (Subarnapur), Simulia and Basta (Balasore), Betnoti, Bangiriposi, Chitrada (Mayurbhanj), Bissam Cuttack (Rayagada), Bamra and Rengali (Sambalpur), Tihidi and Dhusuri (Bhadrak).
Odisha’s urban governance roadmap ahead
Earlier, the state government had also announced the upgradation of Puri Municipality into a Municipal Corporation. With the latest decisions, Odisha will soon have 28 new NACs, seven upgraded municipalities, and one new municipal corporation.
Chief Minister Majhi assured that all these newly formed urban bodies will be equipped with essential facilities such as clean drinking water, street lighting, electricity, better roads, parks, and recreational centers.
