  KEY TAKEAWAYS:

  • Union Home Secretary Govind Mohan sought a detailed report from the state government.
  • The row follows the President’s public criticism of venue changes and reception arrangements.

New Delhi: The President Droupadi Murmu West Bengal protocol lapse issue has triggered a fresh Centre State confrontation after the Union government sought a detailed explanation from the state administration over alleged irregularities during the President’s visit to a tribal conference.

The Union Home Ministry directed the West Bengal government to submit a report on the arrangements made during the visit. The directive was issued by Govind Mohan, who asked the state’s Chief Secretary to provide a detailed account of the events by Sunday evening.

The development follows public remarks by Droupadi Murmu expressing disappointment over the way the visit was handled.

President Droupadi Murmu West Bengal Protocol Lapse: Centre Demands Explanation

The Home Ministry’s query focuses on several reported issues during the President’s visit.

These include:

  • Alleged failure to follow the prescribed protocol while receiving the President
  • Last minute change in the venue of the International Santal Conference
  • Alteration of the travel route
  • Questions around logistical arrangements for the event

The data suggests the Centre is examining whether established guidelines for high constitutional office visits were properly followed.

Presidential visits typically require strict coordination between the state administration and central security agencies.

Venue Change at Santal Conference Triggers Controversy

The conference was originally scheduled to take place in Bidhannagar under the Phansidewa block of Darjeeling district. However, the venue was later shifted to Gossainpur in the Bagdogra area near Siliguri.

After attending the event at the revised venue, President Murmu travelled nearly 30 kilometres to Bidhannagar where she addressed local residents.

During her speech, she questioned the decision to relocate the conference, noting that the larger venue at Bidhannagar could have accommodated a bigger gathering.

She also said the change prevented many members of the Santal community from attending the event.

President Mentions Protocol and Absence of State Leaders

The President also pointed to the customary practice followed during presidential visits.

She noted that the state’s Chief Minister and ministers are usually present to receive the President when she arrives.

Referring to the situation in a personal tone, Murmu said she considers herself a “daughter of Bengal.” She also mentioned Mamata Banerjee while expressing surprise at the circumstances surrounding the visit.

Her remarks quickly drew national attention and prompted the Union Home Ministry to formally seek clarification from the state administration.

Why the Issue Matters Politically

Protocol lapses during visits of constitutional authorities rarely become public disputes. When they do, they often trigger political tensions between the Centre and state governments.

What the market is missing is that ceremonial protocol is not only symbolic. It also reflects institutional coordination between different levels of government.

With the Home Ministry now asking for a detailed report, the focus will shift to whether the venue change and other arrangements were administrative decisions or deviations from established protocol.

The state government is expected to submit its explanation as the political debate around the incident continues.
