Washington: The United States has temporarily eased sanctions on Russian-origin diesel fuel until April 7, 2027, following a conversation between US President Donald Trump and Russian President Vladimir Putin.
The US Treasury Department’s Office of Foreign Assets Control issued a general licence on October 9 authorising specified transactions involving the sale, delivery, unloading and import of Russian-origin diesel, including imports into the United States. The authorisation remains subject to restrictions.
The decision comes as fuel supply disruptions push diesel prices higher and the Trump administration faces pressure to reduce energy costs for American businesses and consumers.
Trump Announces Russian Diesel Supply Deal
Trump said Russia would immediately supply more than 300,000 tonnes of diesel to the American and global markets.
He outlined additional proposed supplies of 500,000 tonnes in November, followed by one million tonnes and a further three million tonnes, depending on the condition of Russian refineries.
The US president thanked Putin for agreeing to the proposed supplies and said the additional fuel, alongside what he described as US control of the Strait of Hormuz, would help bring diesel prices down.
Trump identified reducing fuel costs for American farmers, ranchers and truckers as a priority.
However, the quantities announced by Trump should be distinguished from the Treasury’s legal authorisation. The licence permits specified transactions; it does not itself confirm that all the announced fuel volumes will be delivered.
Why Diesel Supplies Have Come Under Pressure
Global diesel markets have faced disruptions linked to attacks on energy infrastructure and restrictions on exports.
Ukrainian attacks on Russian oil refineries have affected Russia’s refining capacity. Moscow has also imposed restrictions on diesel exports as it seeks to meet domestic demand.
Attacks by Yemen’s Iran-backed Houthi group on facilities in Saudi Arabia have added to concerns about fuel supply disruptions.
These pressures have increased the urgency of efforts to secure additional supplies. The US administration hopes that access to Russian diesel will help ease price pressures, although the actual effect will depend on the volume delivered and wider market conditions.
Ukraine Warns Against Easing Pressure on Moscow
Ukrainian President Volodymyr Zelenskyy has warned that easing sanctions without a lasting agreement could allow Russia to prolong its war against Ukraine.
He has called for stronger sanctions, continued military support for Ukraine and greater pressure on Moscow to end the conflict.
The decision therefore creates a policy tension between the immediate objective of easing fuel costs and the broader effort to restrict Russia’s economic resources during the war.
What the Decision Means for Fuel Prices
The authorisation opens a route for specified Russian diesel transactions, but it does not guarantee lower prices at US fuel stations or across global markets.
Energy analysts have questioned whether the additional supply would be large enough to make a substantial difference, given the scale of the wider supply disruptions.
The impact will depend on actual deliveries, refinery capacity, transport arrangements and competing demand from existing buyers.
The coming months will show whether the proposed supplies translate into meaningful price relief. The decision also leaves a wider geopolitical question: how the United States will balance energy affordability with its sanctions policy towards Russia and support for Ukraine.
