Chaos erupted in the Lok Sabha on Wednesday as opposition MPs vocally protested and tore up copies of the recently introduced legislation that would allow automatic removal of the Prime Minister, Chief Ministers or ministers if they are detained for 30 consecutive days on serious criminal charges. The dramatic scenes unfolded while Union Home Minister Amit Shah was speaking and introducing the three controversial bills.

Several opposition lawmakers were seen tearing paper and throwing bits of it toward the treasury benches. Video footage from inside the House showed paper balls flying as Amit Shah continued his speech. The Speaker was eventually forced to adjourn the House twice amid heavy sloganeering.

Opposition Protests PM-CM Removal Bills – What Triggered the Outrage

The Opposition protests PM-CM removal bills were sparked by the introduction of three key pieces of legislation – the Constitution (130th Amendment) Bill, the Jammu & Kashmir Reorganisation (Amendment) Bill and the Government of Union Territories (Amendment) Bill. These bills propose that any sitting Prime Minister, Chief Minister or minister who is arrested and remains in custody for 30 days on charges carrying a minimum jail term of five years will automatically lose their position. They can, however, be reappointed after being released from custody.

Claims of Misuse and ‘Draconian’ Provisions

Opposition leaders strongly criticised the proposal, declaring that it could be misused by the ruling party to destabilise elected governments. AIMIM chief Asaduddin Owaisi argued that certain sections of the bill could be used “to destabilise governments”, describing it as a step towards authoritarianism. Congress General Secretary Priyanka Gandhi Vadra also slammed the legislation, calling it “draconian” and saying it went against basic principles of justice since it allows removal without conviction.

The Opposition protests PM-CM removal bills intensified as Amit Shah tried to introduce the bills, leading to loud slogans and disruption. The Speaker first adjourned the House till 3:00 pm and then again till 5:00 pm to restore order. Despite the adjournments, the Opposition remained firm in its opposition and continued demanding that the bills be withdrawn.

Government’s Stand and Next Steps

While the government insists that the bills will strengthen constitutional morality and prevent individuals facing serious criminal charges from occupying high office, opposition parties have indicated that they will continue to resist the move. The bills are expected to be referred to a Joint Parliamentary Committee for further scrutiny, but heated debate is likely to continue both inside and outside Parliament.
