Hyderabad: A Revanth Reddy on Thursday directed officials to prepare a “unified welfare card” for every citizen in Telangana, aimed at consolidating details of benefits received under various government welfare schemes.

During a review meeting with D Sridhar Babu and senior officials, the Chief Minister also asked authorities to explore the possibility of introducing a state-level unique identity number similar to Aadhaar.

Telangana Unified Welfare Card Planned

According to officials, the proposed unified card would provide a complete welfare profile of every citizen by integrating information from multiple government departments and welfare schemes into a single platform.

The Chief Minister said the initiative would improve transparency and accuracy in welfare delivery while helping the government identify eligible and ineligible beneficiaries more efficiently.

The second-order effect of integrating welfare databases through AI-driven systems could significantly reduce duplication, leakages and fraudulent claims while improving targeted delivery of benefits.

AI-Based Profiling and Linked Databases Proposed

Revanth Reddy emphasised the use of Artificial Intelligence for analysing beneficiary data and streamlining government services.

He suggested linking:

  • Welfare schemes
  • Pension databases
  • Health profiles
  • Death certificate records
  • Employment information

Officials said the Telangana Socio-Economic, Educational, Employment, Political and Caste (SEEEPC) Survey-2024 data would also be integrated into the proposed system.

The Chief Minister noted that if death records are automatically linked with pension databases, authorities could immediately update beneficiary lists and prevent irregularities.

Single Card to Replace Multiple Welfare Documents

The Telangana government is considering replacing separate welfare cards issued by various departments with a single integrated card system.

The proposed framework is expected to centralise citizen data connected to:

  • Government welfare schemes
  • Health services
  • Skill development programmes
  • Passport and visa services
  • Employment and migration records

Officials believe the system could simplify public access to government services while improving administrative efficiency.

Focus on Migration and Workforce Data

The Chief Minister also directed officials to collect data related to contract and outsourcing staff working across departments.

He suggested studying Kerala’s policies regarding migrant workers travelling to Gulf countries and incorporating similar approaches into Telangana’s migration management framework.

According to the government, the profiling system would help monitor skill development initiatives and reduce dependence on unauthorised agents in overseas migration processes.

Telangana Expanding Digital Governance Push

The proposed unified welfare card reflects Telangana’s broader push towards technology-driven governance and AI-assisted public administration.

Experts say such integrated citizen databases could improve welfare targeting and administrative planning, though they may also raise future debates around data privacy, digital surveillance and information security.
