Bhubaneswar: The Odisha final voter list 2026 was published on Monday after the completion of the Special Intensive Revision (SIR) of electoral rolls.

According to the final figures released by the Chief Electoral Officer, Odisha has 3,16,32,754 electors in the final roll, with a net increase of 2,45,720 from the draft electoral roll.

The SIR was conducted with July 1, 2026 as the qualifying date, in accordance with directions issued by the Election Commission of India.

Odisha Final Voter List 2026: Key Numbers

The number of electors in Odisha stood at 3,33,99,591 before the SIR process.

The draft electoral roll published on July 5, 2026 contained 3,13,87,034 electors. The final roll published on September 21 has increased to 3,16,32,754.

More Than 20.57 Lakh Names Excluded During SIR

According to the final Odisha SIR data, 20,57,334 names were excluded during the revision process.

The reasons recorded for non-inclusion of electors whose enumeration forms were not received included:

Death: 8,32,544
Shifted: 8,08,205
Absent: 1,99,249
Duplicate: 1,58,118
Others: 14,441

A total of 3,13,87,034 enumeration forms were received, representing 93.97 per cent of the relevant electorate. Forms were not received from 20,12,557 electors, or 6.03 per cent.

Draft Roll Had 12.98 Lakh Unmapped Electors

The draft roll included 12,98,779 unmapped electors, while 3,00,88,255 electors were mapped.

The authorities subsequently carried out notice, verification and claims-and-objections procedures before finalising the electoral roll.

58.36 Lakh Notices Issued

During the notice and verification stage, a total of 58,36,392 notices were issued.

This included:

12,98,779 notices to unmapped electors
45,37,613 notices concerning logical discrepancies

A total of 2,55,996 claims and objections were received and processed.

After hearings, 24,070 electors were found ineligible, while 20,707 deletions were made through Form-7 during the claims-and-objections period.

Final Odisha Electoral Roll: Male, Female and Third-Gender Electors

The final electoral roll contains:

Male electors: 1,61,30,319
Female electors: 1,54,99,661
Third-gender electors: 2,774
Service electors: 46,816

The final electoral roll has an EP ratio of 67.05 and a gender ratio of 961.

2.90 Lakh Electors Added After Draft Roll

After the draft electoral roll was published, 2,90,497 electors were added to the final roll.

During the same period, 44,777 names were deleted from the draft roll.

This resulted in a net addition of 2,45,720 electors between the draft and final rolls.

45,250 Polling Stations After Rationalisation

The number of polling stations in Odisha after rationalisation stands at 45,250.

The rationalisation of polling stations formed part of the wider electoral-roll revision process.

According to the Odisha CEO’s final-roll provisions:

Form-6/6A: For inclusion of a name
Form-8: For correction or modification of particulars
Form-7: For deletion-related applications

A first appeal against an Electoral Registration Officer’s decision can be filed before the District Magistrate/DEO, while a second appeal lies before the Chief Electoral Officer.
