New Delhi: The Election Commission of India (ECI) has opened a fresh opportunity for electors whose names could not be included in the draft electoral rolls during the ongoing Special Intensive Revision (SIR) exercise in seven states.
The Commission has decided that voters who were issued Enumeration Forms but were excluded from the draft electoral roll after being marked as Absent, Shifted, Dead or Duplicate will be given another opportunity to get their names included in the final electoral roll.
In a letter issued on Friday, November 6, the Commission directed the Chief Electoral Officers (CEOs) of seven states to take necessary steps to facilitate the process.
Seven States Covered Under the Fresh Opportunity
The Election Commission’s latest directions apply to the following states:
- Delhi
- Maharashtra
- Haryana
- Andhra Pradesh
- Jharkhand
- Telangana
- Nagaland
The respective Chief Electoral Officers have been instructed to display the lists of such electors afresh and facilitate the submission of their Enumeration Forms.
BLOs to Contact Eligible Voters
Booth Level Officers (BLOs) have been asked to contact the affected electors and help them complete the required formalities.
The assistance will include facilitating online submission of Enumeration Forms through the ECINET platform.
The initiative is aimed at ensuring that eligible voters who were unable to get their names included in the draft electoral roll are not deprived of the opportunity to appear in the final list.
Special Arrangements for Shifted and Homeless Electors
The Election Commission has also made special provisions for electors who have shifted their residence within the same state.
Homeless persons will also be covered under the special arrangements.
The move is intended to address difficulties faced by voters whose residential circumstances may have affected their inclusion during the SIR exercise.
ECI Directs Officials to Prevent Wrongful Exclusion
The Commission has instructed election officials to establish a monitoring mechanism to ensure that every eligible elector gets an opportunity for inclusion in the final electoral roll.
At the same time, officials have been asked to prevent duplicate enrolments.
The Election Commission has also directed the concerned authorities to create widespread awareness about the fresh opportunity and submit an action-taken report on the implementation of the instructions.
What Should Voters Do?
Electors in the seven states who were issued Enumeration Forms but whose names are missing from the draft electoral roll should:
- Check the freshly displayed list of affected electors.
- Contact their Booth Level Officer for assistance.
- Submit the required Enumeration Form through the prescribed process.
- Use the ECINET platform for online submission, with BLO assistance where necessary.
- Ensure that their details are correctly recorded for consideration in the final electoral roll.
Eligible voters should follow instructions issued by their respective state election authorities.
