Guwahat: The Elizabeth Gogoi Pakistan confidential report allegations have escalated into a major political and security issue after Assam Chief Minister Himanta Biswa Sarma claimed that a Special Investigation Team (SIT) found evidence suggesting the transmission of sensitive information to a Pakistani national.
Addressing reporters on Sunday, Sarma said the allegations are based on SIT findings and must be viewed through the lens of national security, not political rivalry.
What the SIT Allegedly Found On Elizabeth Gogoi Pakistan Confidential Report Allegations
According to the Chief Minister, the SIT has flagged a document dated August 5, 2014, allegedly showing that Elizabeth Gogoi transmitted a 50-page report marked “confidential” to Ali Tauqeer Sheikh, who is currently under scrutiny for alleged anti-India activities.
Sarma claimed that because the report was sent to a “country of concern,” it effectively qualified as a classified intelligence or field intelligence communication.
Why the Allegations Raise Security Concerns
The Chief Minister alleged that the contents of the report referenced Intelligence Bureau communications and included strategic recommendations for “low risk, low visibility” operations within India.
He further claimed that the document suggested bypassing Central government oversight through sub-national engagement, which, if proven, could have serious implications for internal security frameworks.
Sarma stated that, prima facie, the alleged act could attract provisions under Section 2 of the Official Secrets Act, 1923. He added that the state government is examining all legal options based on the SIT’s conclusions.
The Assam government has not made the full SIT report public, citing the sensitive nature of the findings.
Alleged Foreign Links and Employment Structure
The SIT probe reportedly examined Elizabeth Gogoi’s professional association with LEAD Pakistan, a climate-focused non-profit founded by Sheikh. Sarma said she worked with the organisation during her time in Islamabad on international climate projects linked to both India and Pakistan.

According to the Chief Minister, investigators identified what they described as a “shadow employment” structure, in which a Pakistan-based NGO employed her abroad before transferring her work to India.
FCRA-Related Claims Explained
Sarma alleged that Elizabeth Gogoi’s salary was paid by Sheikh and routed through Indian bank accounts, potentially violating the Foreign Contribution (Regulation) Act (FCRA).
He claimed that a unit referred to as “LEAD India” was allegedly established in New Delhi as a conduit for foreign funds, enabling transactions that may have bypassed FCRA limits.
Transmission of Assam Government Documents Alleged
One of the most serious claims involves the alleged sharing of an internal Assam government report deemed confidential during Elizabeth Gogoi’s tenure in Pakistan.
If substantiated, Sarma said, the transfer of such documents could constitute a direct breach of the Official Secrets Act.
Questions Raised Over Electoral Participation
The Chief Minister also questioned why Elizabeth Gogoi allegedly continued to act as a foreign national while participating in Indian elections and whether her Pakistan-based associations were disclosed to Indian authorities.
“These are issues of national security, not politics,” Sarma said, emphasising that the state government would pursue the matter strictly on legal and investigative grounds.

The Assam government has reiterated that the case will move forward based on SIT findings and applicable laws. With national security implications being cited, the matter is expected to draw wider scrutiny at both legal and political levels.
