DoPT Launches Five Major Initiatives to Strengthen Good Governance

On Atal Bihari Vajpayee’s birth anniversary, Centre unveils technology-driven reforms to modernise administration and empower civil servants

New Delhi: On the occasion of Good Governance Day, observed every year on December 25, Union Minister of State for Personnel, Public Grievances and Pensions, Dr Jitendra Singh, announced that the Department of Personnel and Training (DoPT) is launching five major initiatives aimed at reinforcing governance mechanisms, supporting key stakeholder groups, and preparing civil servants for the demands of a rapidly evolving administrative environment.

The Minister made the announcement while inaugurating the National Workshop on Good Governance Practices 2025 in New Delhi. Addressing senior government officials, policymakers, and stakeholders, Dr Jitendra Singh underlined that good governance is not a theoretical concept but a daily administrative obligation grounded in transparency, accountability, and citizen-focused service delivery.

Good Governance Day 2025 highlights government’s reform agenda

The first initiative unveiled is a Compendium of Guidelines on Reservation for Ex-Servicemen in the Central Government. This comprehensive document consolidates all existing instructions into a single, updated, and easily accessible reference. The Minister said the initiative demonstrates the government’s commitment to honouring the contribution of ex-servicemen by ensuring clarity, consistency, and timely delivery of reservation-related benefits across ministries and departments, while also minimising errors and confusion in implementation.

The second initiative is an Artificial Intelligence-powered Recruitment Rules Generator Tool, which has been integrated with the Recruitment Rules Formulation, Amendment and Monitoring System (RRFAMS) portal. Dr Jitendra Singh explained that recruitment rules form the backbone of transparent recruitment and career progression, and the AI-enabled tool is expected to significantly reduce delays, remove inconsistencies, and enhance efficiency in framing and amending recruitment rules.

Technology-driven reforms under Mission Karmayogi

The third initiative launched on the occasion is the mobile application for e-HRMS 2.0, now available on both Android and iOS platforms. Designed as a key pillar of Mission Karmayogi, e-HRMS 2.0 brings critical human resource services directly to government employees. The platform integrates service records and HR processes including promotions, transfers, deputations, training, and superannuation.

Dr Jitendra Singh stated that the mobile application will reduce paperwork, accelerate approval processes, and enhance transparency in personnel management. By digitising HR functions, the government aims to improve efficiency and accountability across departments.

Good Governance Day 2025 sees AI tools for capacity building

The fourth set of initiatives relates to the introduction of new AI-enabled features on the iGOT Karmayogi platform. These include iGOT AI Sarthi, which enables intelligent discovery of relevant learning resources, and an AI-based Capacity Building Plan Tool designed to help ministries and states systematically map roles, competencies, and training requirements of officials.

The fifth initiative is the launch of the Karmayogi Digital Learning Lab 2.0, a state-of-the-art facility aimed at producing high-quality digital learning content using modern technologies. The upgraded lab will support faster dissemination of best practices, governance reforms, and critical skills across the civil services, thereby strengthening implementation capacity at the grassroots level.

Legacy of Atal Bihari Vajpayee and people-first governance

Dr Jitendra Singh said that taken together, the five initiatives reflect a cohesive and future-oriented approach to governance reform. He noted that the reforms leverage technology, strengthen institutions, and place both citizens and civil servants at the centre of governance transformation.

The Minister also highlighted the significance of Good Governance Day, which coincides with the birth anniversary of former Prime Minister Atal Bihari Vajpayee. He said Vajpayee institutionalised probity in public life and laid the foundation for people-centric governance, values that continue to guide administrative reforms in the country.
