In a major step to promote agroforestry and sustainable land use, the Indian Government has released model rules to streamline the process of tree felling on agricultural lands. This initiative aims to encourage farmers to incorporate tree cultivation into their farming practices, thereby increasing green cover outside forests, supporting climate action goals, and contributing to the target of doubling farmers’ incomes.
The Ministry of Environment, Forest and Climate Change has sent a directive to all State Chief Secretaries outlining the rules. The aim is to reduce bureaucratic hurdles for farmers who want to grow and harvest trees, making agroforestry a viable and profitable option. The move also aligns with India’s commitment to climate targets under the Paris Agreement, while reducing dependency on timber imports.
As per the new framework, the existing State Level Committees formed under the 2016 Wood-Based Industries Guidelines will also oversee these model rules. The committee’s composition will now be expanded to include representatives from both the revenue and agriculture departments. Their role is to advise the state on simplifying procedures related to the felling and transportation of commercially valuable tree species grown on farmlands.
Farmers and landowners will be required to register their plantation areas on the National Timber Management System (NTMS) portal, where they must provide land ownership information and the exact location of their agricultural lands.
