Odisha Transport Department issues detailed guidelines on PUCC validity stickers, RTO procedures, and fuel station compliance

Bhubaneswar: The Green PUCC sticker Odisha rollout will begin from January 10, the Odisha Transport Department announced on Saturday, introducing a new visual compliance system for vehicles holding a valid Pollution Under Control Certificate (PUCC). The move is aimed at strengthening emission monitoring while ensuring ease of verification for enforcement authorities.

According to an official notification issued by the Odisha Transport Department, all vehicles with a valid PUCC will be eligible for the green PUCC validity sticker, which will serve as a facilitative indicator and not a replacement for the statutory certificate.

Green PUCC Sticker Odisha: How and Where Vehicle Owners Can Get It

As per the notification, vehicles tested up to January 9, 2026, and issued PUCC in Form 59 must collect the green sticker from their respective Regional Transport Office. Vehicles tested on or after January 10 will receive the PUCC validity sticker directly from the authorised PUC testing centre at the time of emission testing.

The PUCC validity sticker will be applicable to all Internal Combustion Engine (ICE) vehicles. Each RTO will open a dedicated counter for issuing stickers and will print them using funds from the ORSS account or seek additional funds if required.

Before issuing the sticker, RTOs will verify PUCC details from the VAHAN database, confirm that the PUC test centre is authorised under their jurisdiction, and cross-check vehicle particulars with the registration certificate (RC).

Documents Required and Verification Process to get Green PUCC Sticker

Vehicle owners or their authorised representatives must produce the original or digital PUCC (Form 59), valid identity proof such as Aadhaar or PAN, and a physical or digital copy of the RC. If another person is authorised to collect the sticker, a signed authorisation letter along with self-attested Aadhaar copies of both parties is mandatory to prevent misuse.

RTOs will maintain a separate register capturing details such as vehicle registration number, name of the authorised PUC centre, PUCC validity period, sticker serial number, date of issue, and acknowledgement signature of the vehicle owner or representative.

PUC Centres, Security Features and Green Sticker Placement Rules

Authorised PUC testing centres will issue PUCC validity stickers only after successful emission testing and generation of Form 59. Centres must prepare the stickers as per the prescribed format and are not allowed to charge any additional fee from vehicle owners.

Each sticker will carry a unique serial number and include tamper-proof, self-adhesive material with a security hologram or anti-counterfeit feature. Stickers with overwriting, corrections, or tampering will be treated as invalid, and issuing fake or unauthorised stickers will invite strict action under the Motor Vehicles Act and CMV Rules.

The sticker must be pasted on the left corner of the front windscreen from the inside for four-wheelers, clearly visible from outside. For two-wheelers, it should be affixed at a conspicuous external location for easy visibility.

Fuel Stations, Enforcement and Key Clarifications

Fuel retail outlets have been directed to display notices stating that “PUCC is a mandatory requirement as per law” in both English and Odia. Stations must also install banners explaining the legal obligation and advise vehicles without PUCC to get tested at nearby authorised centres.

The State Transport Authority has instructed all RTOs to monitor sticker issuance, inspect authorised PUC centres, and ensure proper maintenance of records. It also clarified that the green PUCC sticker is only a visual aid and does not replace Form 59.

Vehicles with a valid PUCC reflected in VAHAN or carrying a genuine Form 59 in physical or digital form will not be fined even if they do not have the green sticker. The enforcement focus, authorities said, will remain on emission compliance rather than penalising procedural gaps.
