India Slams EU Sanctions Targeting Gujarat Refinery, Reaffirms Energy Sovereignty

India on Friday strongly criticised the European Union’s latest sanctions package against Russia, denouncing the inclusion of measures that impact Indian-based infrastructure. The Ministry of External Affairs (MEA) asserted that India does not recognise sanctions that are not backed by the United Nations Security Council.

“We have noted the latest sanctions announced by the European Union. India does not subscribe to any unilateral sanction measures. We are a responsible actor and remain fully committed to our legal obligations,” said MEA Spokesperson Randhir Jaiswal in an official statement.

Gujarat’s Nayara Refinery Caught in Sanctions Crossfire

For the first time, the EU’s sanctions directly affect Indian territory. The 14th sanctions package includes punitive measures aimed at Nayara Energy’s 20-million-tonne-per-year refinery in Vadinar, Gujarat — a facility in which Russia’s Rosneft holds a 49.13% stake.

The EU’s latest round of sanctions includes:

  • Tighter banking restrictions
  • Crackdown on shadow fleet oil shipping
  • A revised and lower price cap on Russian oil
  • Export restrictions potentially affecting Nayara’s diesel and petrol supply to European markets

India Defends Energy Access and Trade Sovereignty

India’s government warned that these sanctions could obstruct its energy trade and hamper its right to secure affordable energy for its population. “The Government of India considers the provision of energy security a responsibility of paramount importance to meet the basic needs of its citizens,” said Jaiswal, stressing that “there should be no double standards, especially when it comes to energy trade.”

India reiterated its position on maintaining sovereign control over its energy decisions and reminded global partners of its non-alignment to sanctions that lack multilateral legitimacy.

New Price Cap Could Lower India’s Russian Crude Costs

Ironically, the EU’s move to reduce the crude oil price cap from the existing $60 per barrel could benefit India. As the world’s second-largest importer of Russian crude, the country may gain access to even cheaper oil amid tightening Western restrictions.
