Lok Sabha Passes Manipur GST Amendment and Appropriation Bill Amid Opposition Protests

New Delhi: The Lok Sabha today passed the Manipur GST Amendment Bill 2025, which seeks to amend the Manipur Goods and Services Tax Act of 2017. Union Finance Minister Nirmala Sitharaman explained that the bill replaces an ordinance necessitated by the imposition of President’s Rule in Manipur.

She said the legislation was a constitutional requirement, enabling the northeastern state to implement recent GST changes already approved by the GST Council. “If this amendment is not passed, Manipur will face difficulties in collecting taxes, affecting its revenue,” she added. The Manipur GST Amendment Bill 2025 ensures the state can apply GST to newly approved items and services.

Parliament Also Approves Manipur Appropriation Bill 2025

The Lower House also passed the Manipur Appropriation (No. 2) Bill, 2025, allowing the state government to draw funds from the Consolidated Fund of the State for the financial year 2025-26. The bill includes an additional budgetary outlay of ₹2,898 crore, of which ₹1,667 crore is allocated for capital expenditure.

Finance Minister Sitharaman detailed key allocations:

  • ₹523 crore for rehabilitation of displaced persons in camps.
  • ₹542 crore to bolster security infrastructure in the state.

She criticized the opposition for disrupting proceedings, stating they “shed crocodile tears for Manipur” while preventing budget-related discussions from taking place. Both bills were passed amid loud protests and without a formal debate.
