The Lok Sabha has passed the National Sports Governance Bill 2025 along with the National Anti-Doping (Amendment) Bill 2025, despite strong opposition protests over the Special Intensive Revision exercise conducted in Bihar.

National Sports Governance Bill 2025: Reshaping Indian Sports Administration

The National Sports Governance Bill 2025 aims to streamline the recognition and functioning of national sports bodies in India. It mandates the formation of the National Olympic Committee, National Paralympic Committee, and National and Regional Sports Federations for each designated sport, with affiliations to corresponding international bodies.

Under the bill, every national sports body will have a general body comprising equal representatives from each affiliate member and certain ex-officio members. The executive committee will include up to 15 members, with at least two outstanding sportspersons and four women.

The legislation empowers the central government to establish a National Sports Board to recognize national sports bodies and register their affiliates. It also provides for a National Sports Tribunal to resolve sports-related disputes.

National Sports Governance Bill 2025: Minister Calls It Historic Reform

Replying to the debate, Youth Affairs and Sports Minister Mansukh Mandaviya described the bills as the most significant reforms in Indian sports since Independence. He said they are designed to transform India’s sports sector from “ground to glory” and pave the way for world-class sports infrastructure, especially as the country prepares to bid for the Olympics.

National Anti-Doping (Amendment) Bill 2025: Aligning with Global Standards

The National Anti-Doping (Amendment) Bill 2025 updates the National Anti-Doping Act 2022 to align with international anti-doping regulations. It strengthens the powers of the National Board for Anti-Doping in Sports, allowing it to access operational details from the Disciplinary and Appeal Panels. It also expands the list of anti-doping rule violations.

The Act continues to empower the National Anti-Doping Agency (NADA) to implement anti-doping rules and oversee testing, enforcement, and adjudication processes, while adhering to the UNESCO convention against doping in sports.
