No Subhadra Benefits for Students Getting Scholarships of Rs 18,000 or More in Odisha Yojana

The Women and Child Development (WCD) Department of Odisha has clarified that women applicants aged above 21 years receiving financial assistance of Rs 18,000 or more annually under any state or central government scheme will not be eligible for Subhadra assistance. The department has requested the Higher Education and ST & SC Development, Minorities and Backward Classes Welfare departments to submit data of students above 21 years of age receiving government assistance exceeding Rs 18,000 in a financial year.

The data must be submitted for two consecutive financial years — 2023-24 and 2024-25 — excluding arrear-based disbursements. The information should follow a specified format to ensure accurate verification of beneficiaries.

Many students have filed grievances stating that scholarship amounts are used primarily for academic purposes and should not affect their Subhadra eligibility. However, the WCD department has maintained that the issue will be reviewed after analyzing data on girl students who received scholarships worth Rs 18,000 or more in a single financial year.

So far, three instalments of Rs 5,000 each have been provided to over one crore women across Odisha under the Subhadra Yojana. The state government has already excluded several groups from the scheme, including 1,33,691 women farmers who sold paddy, 36,702 vehicle owners, and 21,035 income tax payers.
