The Odisha Agriculture Budget 2026-27 was unveiled by Chief Minister Mohan Charan Majhi with a total outlay of ₹42,492 crore, marking a 12.3 per cent increase over the previous year. Presenting the Agriculture Budget in the Odisha Legislative Assembly, Majhi described it as a dedicated commitment to the State’s “Annadata”, underlining agriculture as the backbone of rural Odisha.
Higher MSP, Stronger Procurement, Modern Storage
A centrepiece of the Budget is the Samrudha Krushaka Yojana, under which paddy will be procured at ₹3,100 per quintal, along with enhanced input support.
- ₹6,088 crore allocated for the scheme in 2026–27
- ₹5,000 crore revolving fund to ensure timely MSP payments
- Creation of modern storage infrastructure with capacity of 11 lakh metric tonnes to reduce post-harvest losses and strengthen the PDS
Income Support Through CM-KISAN
The CM-KISAN scheme will continue to supplement PM-KISAN, providing direct income support to farmers.
- ₹2,030 crore allocated for 2026–27
- Benefited 51.56 lakh farmers in 2025–26
- Coverage includes PVTGs, urban farmers, and landless agricultural households
Climate-Resilient and Diversified Farming
To promote sustainable agriculture:
- ₹400 crore for Shree Anna Abhiyan to revive millet cultivation
- ₹469 crore for crop diversification into pulses, oilseeds, and indigenous rice
- ₹150 crore for coffee plantations in six high-altitude districts
- Additional support for sugarcane development and organic farming missions
Mechanisation, Cold Storage and Horticulture Boost
- ₹400 crore for farm mechanisation
- ₹441 crore as capital subsidy for agri-enterprises and agro-service centres
- ₹63 crore for a new Cold Storage Policy to improve post-harvest management
- ₹544 crore for horticulture development, crop clusters, value chains, and market linkages
Massive Irrigation and Water Security Drive
Irrigation remains a core priority:
- Target of 15 lakh hectares of additional irrigation potential by 2029
- 3.33 lakh hectares to be added in 2026–27 alone
- Progress on Lower Suktel and Gangadhar Meher projects
- New projects: Sono and Bhimkund
- ₹2,029 crore for expansion of Parvati Giri Mega Lift Irrigation Scheme
Fisheries, Livestock and Blue Economy Focus
- ₹2,019 crore allocated for fisheries and animal resources
- Expansion under the Blue Economy framework
- Odisha Shrimp Mission and Deep-Sea Fishing Mission to boost aquaculture, exports, and coastal infrastructure
- Enhanced funding for Mukhyamantri Kamadhenu Yojana and Prani Sampad Samruddhi Yojana
- Establishment of a 24×7 Referral Veterinary Hospital at Phulnakhara
Credit, Insurance and Market Reforms
- ₹21,000 crore crop loan target for 38 lakh farmers
- ₹1,070 crore under the Interest Subvention Scheme
- ₹500 crore for Pradhan Mantri Fasal Bima Yojana
- Development of 100 Smart Farm Markets (Model Mandis) with ₹100 crore allocation under Odisha Vision 2036 and 2047
Majhi said the enhanced Agriculture Budget reflects the government’s determination to ensure higher farm incomes, climate resilience, and long-term rural prosperity, reiterating that agriculture in Odisha is not just an occupation but a way of life.
