Bhubaneswar: The Odisha e-Detection system will be rolled out from September 1, 2026, by the State Transport Authority (STA) to strengthen enforcement of vehicle documents and road compliance across the state.

Under the new system, all motor vehicles using public roads must have valid Pollution Under Control Certificates (PUCC) and insurance, as required under the Motor Vehicles Act, 1988 and Central Motor Vehicles Rules, 1989.

Vehicles found without valid documents will be subject to electronically generated e-Challans through the prescribed enforcement process.

The new digital enforcement mechanism will focus on whether vehicles have the documents required for lawful operation on public roads.

A valid PUCC is required to demonstrate compliance with pollution-control requirements, while vehicle insurance provides the required third-party protection under the applicable motor vehicle rules.

The STA has urged vehicle owners to check the validity of their PUCC and insurance before using their vehicles on public roads.

Pending e-Challans Can Affect Vehicle Transactions

The notice also addresses vehicles with unresolved challans.

Vehicles having undisposed challans beyond the statutory period will be flagged as “Not to be Transacted.” This status can restrict further activities, including PUC testing.

Vehicle owners are therefore advised to check their pending challan status through authorised government portals and take appropriate action on unresolved cases.

Odisha e-Detection System Aims to Improve Road Safety

The Transport Commissioner said the measures are part of a technology-enabled statutory enforcement drive.

The initiative is intended to promote traffic discipline, environmental compliance, third-party protection and road safety through greater use of digital enforcement.

The system is also expected to make it easier to identify vehicles that do not meet mandatory documentation requirements.
