Odisha Launches First-Ever Water Resources Census

In a landmark move, the state of Odisha has embarked on its first comprehensive census of water resources. This initiative is being implemented under the guidance of the Ministry of Jal Shakti, Department of Water Resources, River Development, and Ganga Rejuvenation, Government of India.

Collaboration Across Departments for Better Data
For the first time, a complete mapping of Odisha’s water assets is being executed in a convergent and collaborative manner. The Department of Water Resources is leading the effort in partnership with the Planning and Convergence Department, ensuring integrated planning and implementation.

Use of Technology for Precise Data Collection
The census is leveraging Computer Assisted Personal Interviews (CAPI) and a specially developed web-based platform to ensure precise and tech-enabled data gathering. This modern approach enhances the accuracy and reliability of the data collected.

Four Key Components of the Census
The water resource census is structured around four major components:

  1. The first-ever census of major and medium irrigation projects
  2. The inaugural census of natural springs
  3. The second census of water bodies
  4. The seventh census of minor irrigation systems

Statewide Collaboration for Effective Execution
Development Commissioner-cum-Additional Chief Secretary Anu Garg reviewed the progress of the census through a high-level meeting. The review saw participation from key departments including Water Resources, Panchayati Raj and Drinking Water, Electronics & IT, and the Directorate of Economics and Statistics. Officials from organizations like Odisha Lift Irrigation Corporation and both the Central and State Ground Water Boards also attended.

Ensuring Data Quality and Long-Term Impact
Anu Garg emphasized the importance of a collaborative and synchronized approach at all administrative levels to guarantee high-quality and representative data. She highlighted that this comprehensive census would aid in planning for various sectors such as agriculture, drinking water, fish farming, livestock, and industrial usage.

Foundation for Future Water Management
Officials noted that this census offers a unique opportunity to create a village-to-state-level database that will enable evidence-based policymaking. The initiative is expected to form the foundation for sustainable water resource management and planning in the years to come.
