BHUBANESWAR: The Odisha School and Mass Education Department has issued fresh instructions to all educational institutions across the state to strictly comply with the Union government’s latest guidelines on the National Song and the National Anthem. The directive aims to ensure uniformity, dignity and proper protocol during school assemblies, official functions and cultural programmes.
The instructions have been circulated to directors, district and block education officers, principals of higher secondary schools, Odisha Adarsha Vidyalayas and headmasters of government and private high schools.
Odisha National Anthem Guidelines: Vande Mataram to Precede Jana Gana Mana
According to the circular issued by the department, Vande Mataram must always be performed before Jana Gana Mana whenever both are included in an event.
The prescribed sequence will apply during:
- School assemblies
- Cultural programmes
- Official ceremonies
- Educational institution events
The department clarified that even if a state song is included in a programme, the National Song and National Anthem must still be rendered together in the prescribed order, with Vande Mataram preceding Jana Gana Mana.
Schools Asked to Maintain Accuracy and Dignity
Educational institutions have also been instructed to ensure complete accuracy in the lyrics, pronunciation and diction while rendering the National Song and National Anthem.
Schools have been advised to use the officially approved versions available on the Ministry of Home Affairs (MHA) website for reference.
The department has further encouraged schools to begin the day’s activities with the community singing of the full National Anthem to instil respect for national symbols among students.
Standing Protocol and Compliance Instructions
The circular reiterates that everyone present must stand in attention whenever the National Anthem is sung or played.
The only exception applies when the Anthem forms part of a newsreel or documentary film, where standing may interrupt the screening.
The department also advised against the casual or indiscriminate use of the National Song or National Anthem, stating that both should always be performed with dignity and respect.
Officials at all levels have been directed to ensure strict compliance with the guidelines during the ongoing academic session and at all educational institutions across Odisha.
