Mosco: Sergey Lavrov said negotiations between the United States and Iran were nearing a breakthrough before escalating tensions derailed diplomatic progress.
Speaking at a diplomatic roundtable at the Russian embassy, Lavrov said the talks had been progressing steadily and were close to success last June before a sudden outbreak of conflict halted further negotiations.
The data suggests the disruption came shortly before another round of discussions, when a 12 day conflict broke out involving the Islamic Republic of Iran.

Lavrov warned that the ongoing war could undermine global efforts to prevent the spread of nuclear weapons.
He said he hoped the conflict would not weaken the principles of nuclear nonproliferation, a framework that has shaped international security policies for decades.
What the market is missing is the diplomatic ripple effect. If negotiations collapse permanently, it could alter nuclear policy calculations across the Middle East.
Russia Calls for Halt to Civilian Attacks
Lavrov also proposed a comprehensive moratorium on strikes that result in civilian casualties or damage to civilian infrastructure.
He argued that attacks on non military targets have already taken place across several Arab countries and called for immediate restraint by all sides involved in the conflict.
Russia has urged Gulf states to support initiatives aimed at stopping US and Israeli strikes against Iran, according to Lavrov.
Debate Among Gulf States and Arab Diplomats
During the same roundtable, Ahmed Alsaati appealed to Moscow to influence Iran’s actions.
Alsaati expressed concern over potential strikes against Bahrain or other Arab states and urged Russia to pressure Tehran to avoid further escalation.
Lavrov also suggested adopting a diplomatic approach similar to a previous United Nations Security Council resolution that called for ending hostilities in the Ukraine conflict.

According to him, a similar resolution focused on the Iran conflict could be a fair step toward de escalation.
The broader implication is clear. If diplomatic channels reopen, negotiations between Washington and Tehran could once again become central to stabilising tensions in the Middle East.
