Union Cabinet Approves ₹1 Lakh Crore Employment Linked Incentive Scheme

New Delhi: The Union Cabinet has approved a massive ₹1 lakh crore employment-linked incentive (ELI) scheme to spur job creation across the country. The initiative targets the generation of over 3.5 crore new jobs over the next two years, with 1.92 crore first-time entrants to the workforce benefitting.

Announcing the decision, Union Minister Ashwini Vaishnaw said the scheme will cover jobs created between August 1, 2025, and July 31, 2027, with a special focus on the manufacturing sector. First-time employees will receive a one-month wage incentive of up to ₹15,000, while employers can claim up to ₹3,000 per employee per month for sustained employment over six months. In the manufacturing sector, benefits may be extended for another two years.

This ELI scheme was first announced in the Union Budget 2024-25 as part of the Prime Minister’s vision to provide jobs, skill development, and entrepreneurial opportunities for over 4 crore youth, backed by a ₹2 lakh crore budget outlay. A key objective of the scheme is the formalisation of employment and expansion of social security coverage.

In addition, the Cabinet cleared the Research Development and Innovation Scheme with a corpus of ₹1 lakh crore. This aims to unlock private sector R&D investment and offer long-term financing for innovation in sunrise and strategic sectors. The scheme will be governed by the Anusandhan National Research Foundation, chaired by the Prime Minister.

Mr. Vaishnaw also announced the approval of the National Sports Policy 2025, which aims to place India among the top five sporting nations globally. The policy focuses on talent scouting, grassroots-to-elite development, robust infrastructure in urban and rural areas, and promoting sports tourism. It encourages the establishment of professional leagues and world-class coaching systems to build a holistic sports ecosystem.

Furthermore, the Cabinet sanctioned the four-laning of the Paramakudi-Ramanathapuram section in Tamil Nadu, with an investment of ₹1,853 crore. The 46.7 km highway project will enhance connectivity to Rameshwaram and Dhanushkodi, boosting religious tourism and local economies.
