Vice Presidential Election 2025: Electoral College Finalised by Election Commission

New Delhi: The Election Commission of India (ECI) on Thursday announced that it has finalised the Electoral College for the Vice Presidential Election 2025, following the resignation of Jagdeep Dhankhar from the post on July 21.

The Vice President is elected by an Electoral College comprising elected and nominated members of the Rajya Sabha and elected members of the Lok Sabha.

Electoral College and Voting Process

According to a statement from the poll body, the Electoral College list will be available for purchase from the date of notification at the Election Commission’s office. The official notification is expected soon, triggering a 30-day window for polling.

Constitutional Provisions and Eligibility

Under Clause 2 of Article 68, a Vice Presidential election must be held “as soon as possible” in case of resignation, death, or removal. Importantly, the elected candidate will serve a full five-year term from the date of assuming office, not just the remaining term of the predecessor.

As per Article 66(1), the Vice President is elected using the proportional representation system by means of the single transferable vote, and the voting is by secret ballot. Voters mark their preferences against the names of the candidates.

To be eligible, a candidate must:

  • Be a citizen of India
  • Be at least 35 years old
  • Be qualified for election as a Rajya Sabha member
  • Not hold any office of profit under the Union or State Government

NDA Has a Comfortable Majority

The BJP-led NDA alliance currently enjoys the support of:

  • 293 members in Lok Sabha (out of 542)
  • 129 members in Rajya Sabha (out of 240 effective)

Assuming support from nominated members, the NDA commands 422 votes, giving it a clear edge in the upcoming Vice Presidential election.

Vacancies in Parliament

  • Lok Sabha: 1 vacant seat (Basirhat, West Bengal)
  • Rajya Sabha: 5 vacant seats
    • 4 from Jammu & Kashmir
    • 1 from Punjab (vacated after AAP’s Sanjeev Arora was elected to the state assembly)

Significance of the Vice President

The Vice President of India is the second highest constitutional office and also acts as the ex-officio Chairperson of the Rajya Sabha. Although the term is five years, the Vice President continues in office until a successor assumes charge.
