Mukhyamantri Sahari Bikas Yojana Odisha: In a major step toward strengthening and modernising urban infrastructure across the state, Odisha’s Housing and Urban Development Minister, Dr Krushna Chandra Mahapatra, chaired a high-level review meeting on Tuesday to evaluate the progress of projects under the Mukhyamantri Sahari Bikas Yojana (MSBY). The review focused on ensuring timely execution, quality construction, and effective utilisation of funds aimed at transforming urban living standards.
The meeting took place at Kharavela Bhavan and was attended by Principal Secretary Usha Padhee, Director of Municipal Administration Arindam Dakua, along with senior officials from the Housing and Urban Development Department. Representatives from all Urban Local Bodies (ULBs) across Odisha participated through video conferencing, reflecting the scale and statewide importance of the review.
Officials informed the Minister that out of the ₹1,200 crore allocated for the current financial year, a total of 6,700 urban development projects have already received approval. Of this amount, ₹796 crore has been sanctioned to kick-start implementation at the ground level.

During the review, Dr Mahapatra reiterated the state government’s firm commitment to meeting the expectations of urban residents. He instructed all ULBs to accelerate the pace of project execution and ensure that all sanctioned works are completed strictly within the prescribed timelines.
Making the government’s stance clear, the Minister warned that there would be zero tolerance for unnecessary delays. He stressed that while speed is important, quality must not be compromised under any circumstances, as the scheme is designed to bring visible and lasting improvements to Odisha’s urban landscape.
Strict Timelines and Quality Standards Mandated for Urban Works
Dr Mahapatra highlighted that every proposal submitted by ULBs has already received government approval along with financial support. He urged local bodies to shift focus from planning to effective on-ground execution, ensuring that citizens begin to see tangible results.
The Minister also emphasised the need to strictly follow standardised designs and adopt enhanced construction norms. According to him, maintaining uniform standards across projects will help ensure durability, safety, and long-term benefits for urban communities.

Principal Secretary Usha Padhee stressed the importance of coordination, advance planning, and proactive monitoring to achieve visible progress within the financial year. She advised all ULBs to ensure complete utilisation of the sanctioned funds without delays, noting that efficient financial management is key to the success of large-scale urban initiatives.
She further encouraged officials to regularly track progress and resolve bottlenecks promptly so that implementation remains on schedule.
