NEW DELHI: The India Seychelles 175 million dollar package marks a significant diplomatic and strategic milestone in India’s engagement with the Indian Ocean region. On February 9, 2026, Prime Minister Narendra Modi announced the Special Economic Package during high-level talks with Patrick Herminie in New Delhi, underscoring India’s growing focus on maritime neighbours, development cooperation and regional security.

The announcement reflects India’s broader Indian Ocean vision that combines people-centric development with long-term strategic and security partnerships.

India Seychelles 175 Million Dollar Package: Key Focus Areas

The Special Economic Package worth USD 175 million is designed to support both social development and strategic capacity building in Seychelles. According to officials, the package will fund affordable social housing, promote electric mobility, enhance vocational training, strengthen health infrastructure, and support defence and maritime security initiatives.

A significant portion of the funding is aimed at bolstering Seychelles’ maritime and defence capabilities, reinforcing its role as a key strategic partner for India in the western Indian Ocean. The approach mirrors India’s policy of linking development assistance with regional stability and security cooperation.

Seven MoUs Signed to Deepen Sectoral Cooperation

Alongside the financial package, India and Seychelles signed seven Memoranda of Understanding (MoUs) to expand cooperation across critical sectors. These include health, meteorology, electronics and information technology, digital transformation and good governance.

One of the key agreements establishes technical and scientific cooperation between the India Meteorological Department and the Seychelles Meteorological Authority. The MoUs aim to strengthen institutional linkages, enhance governance capacity and promote technology-driven development in Seychelles.

Digital Transformation and Civil Services Capacity Building

A major highlight of the agreements is the MoU on digital transformation, under which India will share its experience in digital public infrastructure and e-governance with Seychelles. India’s successful digital governance models are expected to support modernisation of public administration and improve service delivery.

Another agreement focuses on training Seychellois civil servants in India, helping strengthen administrative efficiency and policy implementation through capacity building and skill development.

Maritime security featured prominently in the discussions, with both leaders reaffirming its central role in bilateral ties. Modi highlighted Seychelles’ importance in India’s Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions). As close Indian Ocean neighbours, India and Seychelles are expected to further deepen cooperation in maritime surveillance, defence capacity building and regional security architecture.
