New Delhi: Both Lok Sabha and Rajya Sabha were adjourned till 2:00 PM today following repeated disruptions by opposition members demanding a discussion on the Special Intensive Revision (SIR) of the electoral roll in Bihar and other pressing matters.
Lok Sabha Proceedings Disrupted
In the Lok Sabha, the first disruption occurred shortly after 11:00 AM when the House convened for the Question Hour. Opposition MPs began sloganeering, demanding a debate on the SIR in Bihar and its withdrawal. Despite appeals from Speaker Om Birla urging members to maintain decorum and allow the Question Hour to proceed, the uproar continued.
The Speaker reminded members that the public watches their conduct in the House and stressed the importance of adhering to parliamentary rules, particularly objecting to placard displays and disruptions.
Amid the din, Union Railways Minister Ashwini Vaishnaw managed to respond to a question on railway projects in Bihar, but persistent noise forced the Speaker to adjourn the session till noon.
When the Lok Sabha reconvened at 12:00 PM, the protest resumed. Youth Affairs and Sports Minister Mansukh Mandaviya introduced two important bills:
- National Sports Governance Bill, 2025
- National Anti-Doping (Amendment) Bill, 2025
Despite efforts by Presiding Officer Sandhya Ray to proceed with Zero Hour, opposition members stormed the well of the House, chanting slogans and stalling proceedings once again. She reiterated that the government is willing to discuss the issues raised but accused the opposition of deliberately not allowing the House to function. The House was adjourned again till 2:00 PM.
Rajya Sabha Faces Similar Chaos
A similar situation unfolded in the Rajya Sabha. After initial proceedings at 11:00 AM, 25 adjournment notices were submitted by members from the Congress, TMC, DMK, and others, all seeking discussion on the SIR in Bihar. However, Deputy Chairman Harivansh rejected the notices, citing an earlier ruling by the Chairman.
He appealed for the Zero Hour to be allowed, so members could raise their concerns, but the opposition continued their protest, forcing an adjournment till 12:00 PM.
When the House resumed at noon, Chairperson Ghanshyam Tiwari tried to conduct Question Hour, but the opposition MPs again disrupted proceedings with slogans. Despite repeated requests to maintain order, the Rajya Sabha was adjourned again till 2:00 PM.
