BSE Staff Among Six Arrested in Special OTET Question Paper Leak: Odisha Crime Branch

In a major development, the Crime Branch of Odisha Police has busted a question paper leak racket related to the Special Odisha Teacher Eligibility Test (OTET). Six persons, including a Board of Secondary Education (BSE) staffer, have been arrested for their involvement in leaking and selling question papers ahead of the exam.

At the center of the leak is Jitan Moharana, a data entry operator at the BSE, who illegally accessed the laptop of the BSE vice-president and copied the Special OTET question papers using a pen drive. He later shared the content with two senior members of the State Ex-cadre Teachers’ Association – Bijay Mishra (working president) and Sanatan Bisoi (Koraput unit president).

How the Leak Spread:

These two then handed over the question papers to three brokers:

  • Ramjee Prasad Gupta
  • Ajay Sahoo
  • Jayant Rout

The brokers distributed the leaked papers to teachers who had failed in the last Special OTET, luring them with the promise of guaranteed success this year. These aspirants were particularly desperate to pass the test to secure job regularisation and salary increments, making them vulnerable targets.

Crime Branch Probe Details:

  • Initial FIR: Based on a complaint filed by BSE establishment officer Bulbul Behera on July 20.
  • Money Trail:
    • Jitan Moharana received ₹2.5 lakh via UPI transfer.
    • Other accused reportedly received hard cash and digital payments.
  • Evidence Status:
    • Accused attempted to wipe data from mobile phones and devices.
    • Devices seized and will undergo forensic examination.
  • Investigation Lead: Under a DIG-rank officer, led by CB DG Vinaytosh Mishra.

“The accused will be brought on remand for further interrogation. We are now tracing the teachers who purchased the leaked papers and uncovering the larger network behind this racket,” said Mishra.

The CB chief further added that the racket had statewide operations, with question papers sold for lakhs to multiple aspirants.

This leak has shaken the credibility of the Special OTET exam process. As the Crime Branch widens the probe, more arrests are likely in the coming days. The BSE is also under pressure to strengthen its digital and administrative security to prevent such breaches in future.
