CBSE Makes CCTV Installation Mandatory in Schools for Student Safety
New Delhi: The Central Board of Secondary Education (CBSE) has issued a crucial amendment to its by-laws aimed at enhancing student safety and campus surveillance. As per the revised guidelines, all affiliated schools must install high-resolution CCTV cameras with real-time audio-visual recording across key areas of the school premises. This move aligns with recommendations made in the Manual on Safety and Security of Children in Schools by the National Commission for Protection of Child Rights (NCPCR).
What Is ‘School Safety’ as per NCPCR?
According to NCPCR’s manual, “School Safety” means creating a secure environment for children from home to school and back. It encompasses protection from:
- All forms of abuse and violence
- Psycho-social issues
- Natural and man-made disasters
- Fire hazards
- Transportation-related threats
The manual emphasizes emotional safety, noting that emotional issues and bullying are often difficult to detect but can seriously affect a child’s well-being and self-esteem.
Constitutional Rights and School Responsibilities
Children in India are constitutionally guaranteed the right to live with dignity and to receive education in an environment that is safe, secure, and supportive of their development. All stakeholders—including teachers, support staff, students, visitors, and contractors—share the responsibility of creating this safe school ecosystem.
CBSE stresses that safety in schools has two key dimensions:
- Protection from external threats and anti-social elements
- Safeguarding emotional and psychological well-being, particularly from bullying and implicit threats
The use of vigilant staff and modern surveillance technology is crucial to achieving these safety goals.

New Clause Under CBSE Affiliation Bye Laws – 2018
To ensure safety within school premises, CBSE has included the following mandatory clause in Chapter 4 (Physical Infrastructure):
“The school should install high-resolution CCTV cameras with audio-visual capability at all entry and exit points, lobbies, corridors, staircases, classrooms, labs, libraries, canteen areas, store rooms, playgrounds, and other common spaces, excluding toilets and washrooms.
These cameras must support real-time audio-visual recording and be equipped with a storage system capable of preserving at least 15 days of footage. Schools must ensure that a minimum 15-day backup is maintained and made accessible to authorities when needed.”
As per clause 1(X) of the NCPCR manual, CCTV systems in schools must be monitored and maintained regularly to remain effective and reliable. Schools are encouraged to ensure continuous surveillance coverage at all critical locations.
CBSE has made it clear that all affiliated schools must fully comply with this provision to safeguard students.
