ECI to Begin Second Phase of Electoral Roll Revision in 12 States and UTs from November 4

The Election Commission of India (ECI) has announced the start of the second phase of the Special Intensive Revision (SIR) of electoral rolls in 12 States and Union Territories (UTs) beginning November 4. The process will conclude with the publication of the final electoral rolls on February 7, 2026. Chief Election Commissioner (CEC) Gyanesh Kumar made the announcement during a press briefing held in New Delhi.

Electoral Roll Revision to Cover 12 States and UTs

The upcoming electoral roll revision will be conducted across Andaman and Nicobar Islands, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal. Among these, Tamil Nadu, West Bengal, Kerala, and Puducherry are set to hold Assembly elections in 2026. Assam, which also has elections scheduled for the same year, is excluded due to separate citizenship and voter registration regulations.

Detailed Schedule and Process for Electoral Roll Revision

As per the ECI timeline, training and preparatory activities will be held from October 28 to November 3. Enumeration will take place between November 4 and December 4, followed by the publication of draft rolls on December 12. The window for claims and objections will remain open from December 9 to January 8, 2026. Verification and hearings will continue through early February, and the final rolls will be published on February 7, 2026. Booth Level Officers (BLOs) will distribute Unique Enumeration Forms, while voters already linked to the 2003 rolls will not need to re-submit identification documents.

Aadhaar Verification and Clarifications on Documents

Following the Supreme Court’s September 9 directive, the ECI has clarified that Aadhaar will serve as one of 12 indicative documents for verification, but not as proof of citizenship or domicile. CEC Gyanesh Kumar stated that Aadhaar may be used for identity confirmation and e-signing but cannot validate age or nationality. The ECI has also made archived voter lists from 2002–2004 available online to assist citizens with self-verification of their records.

Enhanced Accuracy and Accessibility in Voter Registration

Based on insights gained from the Bihar revision exercise, the Commission has implemented several procedural enhancements. BLOs will make up to three visits per household to ensure data accuracy and voter linkage. Citizens can now submit their forms online for greater convenience. The ECI also plans to establish new polling stations in gated societies, apartment complexes, and slum areas to enhance accessibility. Appeals against Electoral Registration Officer (ERO) decisions can be filed before District Magistrates or State Chief Electoral Officers within 15 days for review.
