India Launches ‘SabhaSaar’ AI Tool to Automate Gram Sabha Minutes in 13 Languages

New Delhi: In a major digital push for rural governance, the Ministry of Panchayati Raj has launched SabhaSaar AI tool, designed to automatically generate structured Minutes of Meeting (MoM) from Gram Sabha and Panchayat meetings.

Union Minister Shri Rajiv Ranjan Singh alias Lalan Singh, along with Union Minister of State Prof. S.P. Singh Baghel, unveiled the innovation today in New Delhi.

SabhaSaar AI Tool for Faster, Accurate Meeting Summaries

SabhaSaar uses Artificial Intelligence (AI) and Natural Language Processing (NLP) to transcribe discussions, highlight decisions, and create formatted meeting minutes from audio or video recordings. Integrated with Bhashini, the Government’s National Language Translation Mission, it currently supports 13 Indian languages with plans for expansion.

The Ministry has instructed all States and UTs to adopt SabhaSaar for Special Gram Sabhas on August 15, 2025. Initially, all 1,194 Gram Panchayats in Tripura will use the tool to record their Independence Day meeting minutes.

Boosting Efficiency and Transparency in Panchayats

By reducing manual documentation time, SabhaSaar allows Panchayat officials to focus more on governance and public service delivery. The AI-driven approach also promotes transparency, inclusivity, and participatory democracy across India’s diverse linguistic communities.

With SabhaSaar, India takes another step toward a fully digitally empowered rural governance system.
