NHRC Concludes Odisha Camp; Recommends ₹28 Lakh Relief in 144 Human Rights Violation Cases

Bhubaneswar: The National Human Rights Commission (NHRC) concluded its two-day Open Hearing and Camp Sitting in Bhubaneswar, Odisha, after reviewing 144 cases of human rights violations, recommending relief amounting to approximately ₹28 lakh for victims across the state.

The hearings were presided over by NHRC Chairperson Justice V. Ramasubramanian, along with Members Justice (Dr.) Bidyut Ranjan Sarangi and Vijaya Bharathi Sayani, in the presence of Secretary General Bharat Lal, Registrar (Law) Joginder Singh, senior NHRC officials, state government representatives, and complainants.

Cases Reviewed & Relief Granted

The Commission addressed a range of human rights issues, including:

• Custodial deaths
• Deaths in state-run homes and hospitals
• Child trafficking
• Electrocution
• Stray dog attacks
• Police inaction (non-registration of FIRs)
• Crimes against women and children, including rape
• Deaths due to drowning and fire accidents

Significant directions included:

• Pension and ₹15,000 interim relief to a senior tribal woman.
• Expedited police investigations and charge sheet filings.
• ₹4 lakh compensation each to families of five workers killed in a cracker factory accident.

The NHRC closed 38 cases after hearing both complainants and officials, while three others were closed after compliance reports with payment proof were submitted by authorities.

Victim Compensation Scheme Observations

The Commission noted that ₹1 crore in compensation under the Victim Compensation Scheme remains pending in 25 cases. The Odisha State Legal Services Authority assured quick resolution and payment.

Dialogue with Government & Civil Society

A review meeting was held with the Odisha Chief Secretary, Director General of Police, and senior officials to discuss:

• Crimes against women and children
• Deaths due to snake bites
• Flood-related human rights issues
• Witchcraft and sorcery-related abuses
• Trafficking during the COVID-19 pandemic

The NHRC acknowledged the state’s compliance with its directions and requested timely action taken reports on issues like mental health, bonded labour, and the right to food and safety.

Tribute to Human Rights Defender

The Commission paid tribute to late Radhakanta Tripathy, a noted human rights advocate from Odisha, observing a two-minute silence and lauding his lifelong dedication to justice, dignity, and equality.

Engagement with NGOs and HRDs

The NHRC interacted with civil society groups, NGOs, and human rights defenders (HRDs) who raised concerns regarding:

• Police reforms
• Human rights education
• Transgender access to education and identity documentation

The NHRC Chairperson praised the contributions of NGOs and HRDs, encouraging them to continue their efforts and assured that complaints can be filed online at hrcnet.nic.in.
