Bhubaneswar: Odisha’s crime rate in 2025 has surged by over 7 percent, raising serious concerns about public safety even as the government maintains that law and order remain stable. The latest white paper tabled in the Assembly shows a total of 2,29,881 cognizable offences, pointing to a steady rise in criminal activity across categories.

The data reveals a troubling trend. Violent crimes, property offences, and cyber fraud are all increasing, indicating deeper systemic challenges rather than isolated incidents.

Odisha Crime Rate 2025 Shows Sharp Rise in Key Offences

The report highlights a clear increase in serious crimes.

Murder cases rose to 1,304, translating to one killing roughly every 6 to 7 hours. This signals that violent crime remains a persistent issue despite policing efforts.

Theft cases recorded one of the steepest jumps, climbing 19 percent to over 21,000 cases. This suggests growing economic stress or gaps in local enforcement.

Cybercrime also continues to expand rapidly. Cases increased by over 12 percent, reflecting the shift of criminal activity into digital spaces as internet use rises.

Road accidents added to the concern, with over 12,700 incidents reported, showing that public safety challenges go beyond conventional crime.

Women Safety Remains a Major Concern

While rape cases slightly declined, the overall numbers remain high and concerning.

Nearly 3,000 rape cases were reported in 2025. This means one case every three hours, highlighting ongoing risks for women and children.

Dowry-related crimes also remain significant. Over 4,300 cases were reported, along with 145 dowry deaths and 164 trafficking cases involving women.

The conviction pipeline remains weak. Police filed charge sheets in only about 46 percent of murder cases and around 64 percent in rape cases, raising questions about investigation quality and judicial follow-through.

Cybercrime Growth Signals New Policing Challenge

A major insight from the report is the growing dominance of financial cybercrime.

More than half of cybercrime cases were linked to economic offences such as fraud and online scams. While police identified over 1,200 accused, arrests were made in only 744 cases.

This gap suggests that cyber policing capabilities still need strengthening, especially in tracking cross-border digital crimes.

Decline in Some Crimes Offers Limited Relief

Not all trends were negative. Dacoity, snatching, and cheating cases showed slight declines. However, these improvements were not enough to offset the overall rise in crime.

The mixed trend indicates that while traditional crimes may be stabilising, newer forms like cybercrime are expanding faster.

What Rising Crime Means for Odisha

The increase in crime is not just a policing issue. It reflects broader social and economic pressures.

Urbanisation, unemployment, digital exposure, and enforcement gaps may all be contributing factors.

The government’s claim of a “largely peaceful” environment suggests that large-scale unrest is under control. However, the steady rise in everyday crimes paints a different ground reality for citizens.

Going forward, Odisha will need stronger policing, faster investigations, and better digital crime tracking systems to reverse this trend.
