Bhubaneswar: The Odisha DA hike 2026 has brought relief to thousands of government employees drawing salaries under the pre-revised pay structure. The State Government has approved a 5 percentage point increase in Dearness Allowance (DA), raising it from 257 percent to 262 percent on Basic Pay and Grade Pay taken together. The revised rate will take effect from January 1, 2026, aligning the state’s decision with the Centre’s earlier revision for employees covered under the Sixth Central Pay Commission.

The move is expected to provide additional financial support to eligible employees while maintaining the state’s fiscal commitments under the Odisha Fiscal Responsibility and Budget Management Act, 2005.

Odisha DA Hike 2026 Covers Employees Under ORSP Rules

The enhanced DA will apply to State Government employees receiving pay under the Odisha Revised Scales of Pay (ORSP) Rules, 2008. It also extends to employees of aided educational institutions covered under the same pay structure.

Eligible beneficiaries include teaching and non-teaching staff of state-funded universities, university teachers drawing AICTE and UGC pay scales under the relevant ORSP rules, medical college teachers, subordinate judicial officers, work-charged employees and eligible job contract workers in the Consolidation and Settlement Organisation.

The benefit will also be available to employees who were in service on July 1, 2025, under the ORSP Rules, 2008, but retired or otherwise left service before the enhanced DA was formally sanctioned.

Salary Payment and DA Arrears Schedule

The revised Dearness Allowance will be paid along with the salary from July 2026 onwards. Departments have been instructed to submit bills for the enhanced DA to the respective Treasuries, Special Treasuries and Sub-Treasuries with the monthly pay bills.

Odisha DA Hike 2026 Arrears to Be Released After July Salary

Employees will also receive arrears arising from the DA increase for the period between February 2026 and June 2026. The arrear amount will be drawn and disbursed after the July 2026 salary has been processed.

The latest revision reflects the Odisha Government’s decision to extend additional inflation relief to employees under the pre-revised pay scales while balancing public expenditure and fiscal discipline.
