Odisha EV Policy 2025 Targets 100% Government EVs in Six Months, Incentives Revised for Buyers

BHUBANESWAR: The Odisha government has unveiled a comprehensive roadmap to accelerate electric mobility, with the release of the draft Odisha EV Policy 2025 on Tuesday. According to the draft, all vehicles used in state government offices will be replaced with electric vehicles (EVs) within six months, while school and educational institute buses will be encouraged to adopt EVs within a year. The initiative seeks to reduce fossil fuel dependency, cut emissions, and strengthen Odisha’s position as a leader in sustainable transport.

Government vehicles to shift under Odisha EV Policy 2025

The draft mandates that the Housing and Urban Development Department transition all garbage and waste collection vehicles to EVs within six months. Similarly, the Tourism and Forest and Environment departments will convert shuttle services in tourist destinations and amusement parks to EVs. Boating services will be adapted into pedal-based or solar-electric hybrids within a year, while government-operated ferries and boats will move to electric within 12 months. In addition, all government ambulances and PCR vans will be converted to EVs within a year of notification.

Incentives revised for buyers under Odisha EV Policy 2025

The government has decided to extend the incentives announced in the 2021 EV policy while introducing new subsidies. A flat ₹2 lakh subsidy will be provided for electric cars used in transport, while incentives for heavy EVs range from ₹5 lakh for vehicles weighing up to 7.5 tonnes to ₹20 lakh for 55-tonne vehicles. To encourage retrofitting, two-wheelers will get a 30% reimbursement, while three-wheelers and light goods carriers will receive 25%. Vehicle scrapping and replacement at designated centres will also qualify for subsidies.

Charging infrastructure expansion under Odisha EV Policy 2025

The policy envisions robust charging infrastructure across the state. All fuel stations along national and state highways will be equipped with at least one fast charging point, subject to technical feasibility. Bus stations run by OSRTC will also have charging facilities. To make this viable, the government has proposed viability gap funding for DC fast charging stations for the next five years. Additionally, the policy promotes battery swapping and Battery-as-a-Service (BaaS) with a 25% capital subsidy on procurement of equipment, capped at ₹2 lakh per station.

Research boost planned under Odisha EV Policy 2025

The draft highlights research and innovation as a critical pillar of the policy. At least three Centres of Excellence (CoEs) are proposed across Bhubaneswar, Balasore, Rourkela, Sambalpur, Koraput, and Berhampur to spearhead advancements in EVs, charging technologies, and hydrogen-based fuel solutions. To strengthen this effort, a dedicated Chief Minister’s EV R&D grant with a corpus of ₹15 crore will fund projects. The government has also set a clear target of achieving 50% EV adoption in new vehicle registrations by 2030, with long-term goals of reaching 70% by 2036 and 80% by 2047.
