Bhubaneswar:The Odisha gutkha ban is now in force statewide, marking one of the toughest crackdowns on tobacco-infused food products in India. The state government has prohibited the manufacture, storage, transport, sale, and distribution of gutkha, pan masala, zarda, khaini, and any consumable item containing tobacco or nicotine.

Officials say the decision is aimed at safeguarding public health, particularly protecting children and young adults from life-threatening addiction and disease.

Odisha Gutkha Ban Backed by Supreme Court and FSSAI Rules

The prohibition aligns with directives issued by the Supreme Court of India and regulatory guidelines from the Food Safety and Standards Authority of India (FSSAI).

The ban has been enforced under Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011. It operates within the broader framework of the Food Safety and Standards Act, 2006.

Authorities clarified that any food item mixed with tobacco or nicotine is considered unsafe and illegal for human consumption.

Health Risks Driving the Statewide Tobacco Crackdown

Health experts warn that smokeless tobacco products are directly linked to oral cancer, throat cancer, and severe damage to internal organs. These risks are significantly higher among habitual users, with early exposure posing long-term consequences.

Officials stressed that flavoured tobacco products often target minors, increasing addiction risks at a young age. The Odisha gutkha ban is intended to break this cycle and reduce preventable deaths linked to tobacco use.

Official Notification Issued, Enforcement Begins

The ban was formally notified through Notification No. 2065 by the Health and Family Welfare Department on January 21, 2026. Enforcement agencies have been directed to conduct inspections and take immediate action against violators.

The Odisha Government has appealed to traders, consumers, and the general public to comply fully with the order.

Public Urged to Support Tobacco-Free Odisha

Calling for collective responsibility, the state urged citizens to cooperate with enforcement efforts and report violations. Officials emphasized that public participation is critical to building a healthier, tobacco-free Odisha.

With the Odisha gutkha ban now active, authorities say zero tolerance will be shown toward any breach of food safety laws.
