Bhubaneswar: The Odisha cow smuggling warning was issued on Wednesday by Chief Minister Mohan Charan Majhi, who said the state would take uncompromising action against illegal cattle trafficking. Addressing a public gathering, the chief minister made it clear that those involved in cow smuggling would face stringent legal consequences, without exception.

He also announced that land would be provided across the state for the establishment of Gaushalas as part of broader efforts to protect cattle and strengthen animal welfare.

Firm Message at Matsya-Prani Samavesh

Inaugurating the three-day Matsya-Prani Samavesh, Odisha-2026 at Janata Maidan, Majhi said cow smuggling must be completely stopped. He stressed that the government remains committed to cattle protection while simultaneously accelerating development in fisheries and animal husbandry to enhance farmers’ income.

Mukhyamantri Kamadhenu Yojana Launched

To boost milk production and strengthen the dairy sector, the chief minister highlighted the launch of the Mukhyamantri Kamadhenu Yojana in the government’s first budget. With an outlay of ₹1,400 crore, the scheme offers up to 70% financial assistance to farmers for rearing high milk-yielding crossbred cows and buffaloes.

Majhi said milk production in Odisha has increased by 1.35 lakh litres over the past one-and-a-half years.

Financial Support and Breeding Initiatives

Under the scheme, ₹262 crore has been disbursed to 4.73 lakh beneficiaries. In addition, OMFED is providing an extra incentive of ₹2 per litre to milk producers.

The chief minister also pointed to the artificial insemination programme using sex-sorted semen, which has benefited 2.30 lakh cattle rearers and aims to increase the number of female calves to strengthen future dairy capacity.

Allied Activities Key for Small Farmers

Majhi said nearly 92% of farmers in Odisha are small and marginal, making allied activities such as fisheries, dairy, poultry, goatery and piggery crucial for income security. Due to various state and central schemes, the annual income of a farming family has now crossed ₹61,000, he noted.

Odisha Targets Top Spot in Fish Production

Highlighting growth in fisheries, the chief minister said Odisha currently ranks fourth in fish production nationally and is striving to reach the top position. He credited schemes such as the Mukhyamantri Matsyajibi Kalyan Yojana, PM Matsya Sampada Yojana, and the promotion of biofloc and cage culture farming for driving self-reliance in fish, meat, egg and poultry production.

Land for Gaushalas Across the State

Revenue and Disaster Management Minister Suresh Pujari announced that the Revenue Department would provide land anywhere in Odisha for the construction of Gaushalas to support cattle conservation.

Meanwhile, Fisheries and Animal Resources Development Minister Gokulananda Mallik said the department has rolled out new initiatives, including fairs across 314 blocks, to raise farmer awareness and participation in dairy and fisheries development.

The state government said the combined focus on cattle protection, dairy expansion and fisheries growth reflects Odisha’s push for inclusive rural development and sustainable livelihoods.
