Bhubaneswar: The Odisha Meghalaya MoU on Early Childhood Development was signed on Tuesday in a major step toward enhancing Early Childhood Care, Education and Development (ECCED) through inter-state collaboration. The agreement is aimed at promoting mutual learning, capacity building and the exchange of best practices in Early Childhood Development (ECD).
According to an official statement, the partnership reflects a shared commitment by both states to invest in early years as the foundation for long-term health, learning and well-being.
Focus on Holistic Early Childhood Interventions
The MoU envisages collaboration between the Odisha and Meghalaya governments to strengthen holistic ECCED interventions. These include nutrition, health, early learning, responsive caregiving, community engagement and institutional capacity building.
Officials said the comprehensive approach is designed to address the diverse developmental needs of young children across varying socio-cultural contexts.
Framework for Knowledge Exchange and Capacity Building
Under the agreement, both states will engage in structured knowledge exchange through joint research, exposure visits, documentation of best practices and capacity development of functionaries at multiple administrative levels.
The MoU provides a platform for translating successful models into actionable strategies that can be adapted locally.
Emphasis on Early Years and State-to-State Learning
Speaking on the occasion, dignitaries from both states highlighted the critical importance of early childhood as the cornerstone of lifelong development. They underlined the value of state-to-state learning in creating contextually relevant and community-driven solutions.
The collaboration seeks to combine Odisha’s experience in community-based and culturally responsive ECD initiatives with Meghalaya’s innovative approaches to delivering social sector services in tribal and geographically challenging regions.
Commitment to Inclusive Human Capital Development
The state government said the partnership reflects a shared vision of advancing equitable and inclusive early childhood outcomes, aligned with national priorities for human capital development.

MoU Signed by Senior Officials
The agreement was formally signed by Sampath Kumar, Principal Secretary, Government of Meghalaya, and Ananta Narayan Singh Laguri, Additional Secretary, Women and Child Development Department, Government of Odisha.
The signing took place in the presence of Deoranjan Kumar Singh, Development Commissioner-cum-Additional Chief Secretary of Odisha, along with other senior officials from both states.
The MoU is expected to foster sustained collaboration and deliver meaningful improvements in early childhood development outcomes across Odisha and Meghalaya.
