Odisha SLCC Meeting Highlights Urgent Action Against Cyber Frauds and Ponzi Schemes

Bhubaneswar: The 34th meeting of the State Level Co-ordination Committee (SLCC) of Odisha was held at the Reserve Bank of India (RBI), Bhubaneswar, on Monday to deliberate on measures against rising cyber frauds and unregulated deposit schemes.

Key Officials at the Odisha SLCC Meeting

The meeting was chaired by Anu Garg, Development Commissioner-cum-Additional Chief Secretary, P&C Department, and convened by Sarada Prasan Mohanty, Regional Director, RBI Bhubaneswar.

Senior state government officials including Sanjeeb Kumar Mishra, Principal Secretary Finance; Vinaytosh Mishra, DGP, CID Crime Branch; and Radha Kishan Sharma, Special Secretary, Home Department, attended the session. Representatives from RBI Central Office, SEBI, Finance, Cooperation, Law, Cyber Crime, and Police Commissionerate were also present.

Workshop on Cyber Frauds in Odisha

Before the meeting, a workshop on cyber frauds was conducted, where bankers were urged to extend full cooperation to law enforcement agencies.

DGP Vinaytosh Mishra noted that the most common frauds in Odisha include:

  • Investment and trading scams
  • Digital arrest scams
  • Fake job and work-from-home offers
  • Fraudulent websites and hotel bookings
  • Social media frauds

He further stressed that mule accounts are the backbone of cyber fraud operations and called for urgent corrective steps by banks.

RBI’s Proactive Role

Puspamitra Sahu, Chief General Manager, RBI, underscored the central bank’s proactive measures such as:

  • Regulatory oversight
  • Coordination with law enforcement
  • Supervisory checks
  • Public awareness campaigns

Sankalp Tyagi, Deputy Legal Advisor, RBI, also explained key provisions of the Banning of Unregulated Deposit Schemes (BUDS) Act, 2019.

Focus on Awareness & Deterrence

Chairperson Anu Garg highlighted the dual challenge of promoting digital innovation while protecting citizens from financial crimes. She emphasized:

  • Massive awareness campaigns through online and offline channels
  • Strong action against Ponzi schemes
  • Swift conviction of cyber fraudsters to serve as deterrence
  • Urgent steps to plug system vulnerabilities
