Parliament Passes Bill to Establish IIM Guwahati, Assam’s First and Northeast’s Second IIM

Parliament has officially passed the Indian Institutes of Management (Amendment) Bill, 2025, clearing the way for the establishment of Assam’s first Indian Institute of Management in Guwahati. The new IIM will be the second in the Northeast region after IIM Shillong and is seen as a major step toward reducing regional disparities in higher education.

Education Minister Dharmendra Pradhan hailed the development as a “historic milestone” and said it reflects Prime Minister Narendra Modi’s vision to expand premier institutions to every corner of the country, particularly the Northeast. He added that IIM Guwahati will offer world-class management education, boost research, and help develop the region as an emerging hub of higher learning.

IIM Guwahati to Boost Higher Education in Northeast

The decision to set up Assam’s first Indian Institute of Management in Guwahati is part of a broader trilateral agreement between the central government, the Assam government and the United Liberation Front of Asom (ULFA). The agreement aims to promote long-term peace and development in the state by bringing high-quality educational opportunities closer to home.

Bridging the Regional Gap in Management Education

The new institution is expected to provide students from Assam and neighbouring states with access to premier management education without the need to travel to distant metropolitan cities. The presence of IIM Guwahati will also attract experienced faculty members, researchers and industry linkages to the region—strengthening local job opportunities and promoting economic development.

Supporting the Purvodaya and Ashtalakshmi Vision

Minister Pradhan highlighted that the project is aligned with the Purvodaya initiative, which focuses on boosting development in eastern India. He also noted that the new IIM will contribute to the growth of the “Ashtalakshmi” — a term used to describe the eight northeastern states that represent a key part of India’s growth story.

Northeast Gets Its Second IIM

With the passage of the amendment bill, Assam officially joins the national map of IIMs for the first time, and the Northeast gets only its second IIM since Shillong. Stakeholders believe that the step will not only strengthen the region’s educational network but also send a strong message about inclusivity and balanced national development.
