PM Modi at SCO: “Double Standards on Terrorism Will Not Be Tolerated”

Tianjin: Prime Minister Narendra Modi delivered a powerful and uncompromising message at the Shanghai Cooperation Organisation (SCO) Summit 2025 in Tianjin, stressing that double standards on terrorism will not be tolerated. In his remarks, PM Modi targeted “certain nations” that openly extend support to terror outfits, calling terrorism a direct threat to peace, stability, and humanity.

PM Modi Warns Against Double Standards on Terrorism at SCO

Addressing the 25th SCO Summit, where Pakistan Prime Minister Shehbaz Sharif was also present, PM Modi made it clear that terrorism is not an issue limited to one country but a global menace.

“No nation, no society, no citizen can claim immunity from terrorism. That is why India has always emphasized unity in the fight against terror,” he said. Referring to the recent terror attack in Jammu and Kashmir’s Pahalgam, he highlighted that India has borne the brunt of terrorism for over four decades.

He asserted that the Pahalgam attack was not just an assault on India but also a challenge to every country that believes in humanity. “We must, in one clear and united voice, state that double standards on terrorism will not be tolerated,” he declared.

India’s Strong Stand on Connectivity and Sovereignty

PM Modi also underlined India’s vision for the SCO based on three pillars — Security, Connectivity, and Opportunity. While highlighting regional connectivity projects like the Chabahar Port and the International North-South Transport Corridor, he sent a clear warning against initiatives such as the China-Pakistan Economic Corridor (CPEC) without naming it.

“Connectivity that bypasses sovereignty loses both trust and meaning,” the Prime Minister stressed, reiterating that all regional projects must respect territorial integrity.

Strengthening Opportunities and Cultural Ties

Turning to opportunity, PM Modi said India had infused fresh momentum into SCO cooperation during its chairmanship in 2023. He highlighted areas such as start-ups, innovation, youth empowerment, and shared Buddhist heritage. Proposing the creation of a Civilizational Dialogue Forum, he emphasized strengthening cultural and civilizational ties among member states.

He also thanked partner nations for their continued support in India’s fight against terrorism and extended greetings to Uzbekistan and Kyrgyzstan on their respective national days.

Call for Global Reforms and Future of SCO

PM Modi called for urgent reforms in global institutions, especially the United Nations, saying outdated frameworks cannot address the aspirations of the Global South.

“Locking the dreams of the new generation into old structures is injustice. The vibrant aspirations of the Global South cannot be projected on a black-and-white screen. The screen must change,” he said.

Concluding his address, the Prime Minister reiterated India’s commitment to the SCO’s vision and extended best wishes to Kyrgyzstan’s President Japarov, who will assume chairmanship of the group.
