Prasar Bharati to Finalise Content Syndication Policy 2025 by Mid-November

Public broadcaster Prasar Bharati is set to finalise its Content Syndication Policy 2025 by mid-November after completing consultations with key stakeholders from the media and digital industries. The upcoming policy focuses on monetising Doordarshan and All India Radio’s vast content library, while expanding its accessibility through strategic collaborations with domestic and international platforms. Gaurav Dwivedi, CEO of Prasar Bharati, stated that industry consultations are already underway and will conclude within the next 10–12 days, paving the way for the policy’s final approval.

Key Objectives of Prasar Bharati Content Syndication Policy 2025

The Prasar Bharati Content Syndication Policy 2025 aims to create a structured framework for the commercial use of archival content from Doordarshan and Akashvani. The draft policy, shared with OTT platforms, broadcasters, radio networks, and telecom companies, outlines diverse monetisation and licensing models. It divides content syndication into three main segments — Free or Public, Commercial, and International — each tailored to specific audiences and purposes. This approach ensures that both non-commercial and commercial users can access archival content responsibly and transparently.

Free, Commercial, and International Syndication Framework

Under the Free or Public category, government departments, educational institutions, and community media organisations can use archival content for non-commercial, educational, and awareness purposes with proper attribution and prior approval for modifications. The Commercial category will cater to OTT platforms, TV broadcasters, content aggregators, and telecom operators through paid licensing or revenue-sharing models. The International segment is designed for foreign broadcasters, diaspora networks, and cultural institutions, supporting India’s soft diplomacy through cultural exchange.

New-Age Tools and Transparent Monetisation Models

The upcoming Prasar Bharati Content Syndication Policy 2025 introduces innovative monetisation mechanisms, including flat-fee licensing, hybrid minimum guarantee plus revenue share, and barter-based exchanges. To enhance transparency and accountability, the policy promotes the adoption of emerging technologies such as AI-driven advertising, blockchain-based royalty tracking, and addressable TV. These digital tools will ensure efficient content distribution and accurate financial reporting, aligning the public broadcaster with modern industry standards.

Compliance, Oversight, and Ethical Use

To ensure strict adherence to editorial, legal, and financial norms, a Syndication Review Committee (SRC) will be constituted. This committee will review all syndication applications before approval. The policy also includes annexures detailing rate cards, branding guidelines, metadata templates, and a list of restricted uses, such as political advertising and unauthorised AI training. Through these structured guidelines, Prasar Bharati aims to protect the integrity of its content while enabling wider, ethical use across various media platforms.
