Cuttack: PUC Certificate Mandatory in Odisha at Fuel Stations From January 1, 2026. Vehicle owners across Odisha will be unable to purchase petrol or diesel unless they carry a valid Pollution Under Control (PUC) certificate. The state Transport Department has decided to strictly implement this regulation as part of a broader effort to reduce vehicular emissions and ensure adherence to prescribed pollution norms. The move marks a significant step toward strengthening environmental compliance in the transport sector and improving air quality across the state.

In preparation for the enforcement, the Transport Department has already conducted extensive consultations with petrol pump owners and fuel dealers throughout Odisha. These discussions were aimed at ensuring smooth implementation and minimizing inconvenience to motorists. Fuel stations have been directed to prominently display notices and informational materials regarding the mandatory PUC requirement, giving vehicle owners ample time to understand and comply with the new rule before it comes into effect.

PUC Certificate Mandatory in Odisha at Fuel Pumps

Transport Commissioner-cum-Chairman of the State Transport Authority, Amitabh Thakur, confirmed that fuel will not be supplied to any vehicle that does not possess a valid pollution certificate. He stated that the decision was finalized after a series of meetings with oil marketing companies and representatives of petrol pump dealers. As part of the enforcement strategy, all fuel outlets will be required to display clear warning banners informing motorists that a valid PUC certificate is mandatory for refueling.

Enforcement Drive to Align With National Road Safety Month

The strict implementation of the PUC rule will coincide with the observance of National Road Safety Month, scheduled from January 1 to January 31. During this period, enforcement activities and vehicle checks will be intensified across the state. Officials believe that aligning the pollution compliance drive with road safety initiatives will help raise awareness about responsible vehicle ownership and regulatory compliance.

Vehicle Owners Urged to Update Documents Under Odisha PUC Certificate Rule

According to the Transport Commissioner, vehicle owners currently have a window of approximately 10 to 12 days to renew or obtain their pollution certificates. He advised motorists not to delay the process until the last moment, warning that failure to comply could result in inconvenience once the rule is enforced. Authorities are emphasizing proactive compliance to ensure a smooth transition when the regulation becomes operational.

Awareness Measures Rolled Out Ahead of January Deadline

To avoid confusion and last-minute rush, the Transport Department has instructed fuel stations to act as awareness points for the new regulation. By displaying banners and notices at prominent locations within petrol pumps, officials hope to ensure that motorists are fully informed well before January 1, 2026. The department believes that early awareness and cooperation from the public will play a crucial role in the successful implementation of the rule.
