On the fourth day of the ongoing monsoon session of the Indian Parliament, the Rajya Sabha is scheduled to consider and pass two key maritime legislations — the Carriage of Goods by Sea Bill, 2025 and the Coastal Shipping Bill, 2025.

Carriage of Goods by Sea Bill, 2025

Already cleared by the Lok Sabha, the Carriage of Goods by Sea Bill, 2025, outlines the rights, liabilities, responsibilities, and immunities of carriers regarding the transport of goods by sea. The legislation aims to modernize maritime transport law and align it with international standards.

Coastal Shipping Bill, 2025

Also listed for discussion and passing, the Coastal Shipping Bill, 2025 seeks to consolidate and revise the law governing coastal shipping in India. Its goal is to promote coasting trade, boost domestic participation, and enhance regulation and development in the coastal shipping sector.

Lok Sabha Agenda

In the Lower House, the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 is on the agenda for discussion. The Merchant Shipping Bill, 2024, which aims to consolidate and revise India’s merchant shipping laws to ensure compliance with international maritime obligations, will also be debated.

Political Tensions Escalate Over Electoral Rolls

Meanwhile, Parliament witnessed a confrontation between the Centre and Opposition on Wednesday over the Special Intensive Revision of electoral rolls in Bihar. The dispute led to adjournments in both Houses, as Opposition parties raised slogans and disrupted proceedings — continuing the heated atmosphere observed since the session began.
