India’s Ministry of Information and Broadcasting has issued a Telegram pirated content notice, directing the messaging platform to remove thousands of channels allegedly distributing copyrighted material illegally.

Authorities identified 3,142 Telegram channels accused of sharing pirated movies, web series and other protected content. The action follows formal complaints from several streaming platforms, including JioCinema and Amazon Prime Video, which reported widespread piracy affecting their digital releases.

The notice has been issued under provisions of the Information Technology Act 2000, requiring Telegram to act against the identified channels.

Telegram Pirated Content Notice After OTT Platforms Raise Concerns

The crackdown began after OTT companies alerted the government about large scale piracy happening through Telegram.

Streaming platforms claimed that newly released films and web series were being shared across Telegram channels within hours of release. These channels often distribute full length content through downloadable files or streaming links.

Officials say Telegram’s large file sharing capability and user anonymity have made it easier for piracy networks to operate on the platform.

Following a review of complaints and internal analysis, authorities compiled a list of 3,142 channels suspected of distributing copyrighted material.

Why Telegram Is Under Scrutiny

Messaging apps have increasingly become hubs for digital piracy due to encrypted communication and private group features.

On Telegram, administrators can run channels with thousands of subscribers, allowing pirated files to spread quickly. High file size limits also enable users to share full movies or series episodes without splitting files.

Authorities believe such features have been exploited by groups distributing copyrighted entertainment content.

Wider Government Crackdown on Online Content Platforms

The action against Telegram comes shortly after the government banned several over the top media platforms for hosting content considered obscene.

Five OTT platforms MoodXVIP, Koyal Playpro, Digi Movieplex, Feel and Jugnu were recently blocked following regulatory review.

The government had also taken similar action in July 2025, when it ordered the blocking of 25 OTT platforms accused of broadcasting obscene or vulgar material.

According to officials, platforms must comply with Rule 3(1)(b) of the Information Technology Rules 2021, which prohibits hosting or transmitting content that is obscene, pornographic, invasive of privacy or promotes hate and violence.
